Item No. 12 <br />TO: Mayor & City Council <br />John Godwin, City Manager <br />FROM: Carla Easton, City Engineer <br />SUBJECT: TIPS Purchasing Cooperative Membership <br />DATE: December 4, 2017 <br />BACKGROUND: The Texas Interlocal Purchasing System (TIPS) is a cooperative program <br />administered by Region VIII Education Service Center that can be used by school districts, <br />colleges, universities, cities, counties and other public agencies to assist with competitive <br />bidding of goods and services. Membership is free and requires an interlocal agreement for <br />public entities in Texas to participate. <br />STATUS OF ISSUE: The: City participates in several purchasing cooperatives that allow us the <br />advantage of competitive bidding across the state. The TIPS program will offer the sarne <br />benefits, and is administered locally near Pittsburg, Tx. More opportunities to purchase local <br />could be available through the TIPS program due to proximity to Paris, <br />BUDGET: None required for this action. <br />RECOMMENDATION., Approve of a resolution authorizing the city manager to enter an <br />interlocal agreement with Region VIII Education Service Center to participate in the 'Texas <br />Interlocal Purchasing System Program. <br />
