Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, December 11, 2017. Tlae meeting will be held at the City Council
Chamber, 107 E. Kauftnan Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. A. Citizens' forum.
(Persons desiring to address the Council must limit their presentation on to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any cornments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personnel appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
B. Proclamation recognizing Logan Gilbert for representation of the United States on the
2017 Trampoline and Tumbling 25"' World Age Group Team,
C. Proclamation recognizing Rylee Chapman for representation of the United States on
the 2017 Trampoline and Tumbling 25'11 World Age Group Team.
Consent Agenda
items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.

12. Approve a Resolution authorizing the City Manager to enter into an Interlocal Agreement
with Region VIII. Education Service Center to participate in the Texas Interlocal
Purchasing System Program.
Regular Agenda
13. Discuss and act on a resolution approving an economic incentive package related to
Project Orange Fire, a project under the North American Industry Classification System
(NAICS) 332996 Fabricated Pipe and Pipe Fitting Manufacturing, said package to
include economic incentives previously approved by the Paris Economic Development
Corporation in the approximate amount of $1,283,,000.00, including land and forgivable
loans, and a tax abatement by the City of Paris.
14, Discuss, conduct a public hearing, and act on an Ordinance regarding the petition of Eddy
Thomas for a change in zoning from a Single -Family Dwelling District No, 2 (SF -2) to a
Mixed Use Planned Development District (PD), located at 3787 1'+ ,W. Loop 286; known
as 3.80)1 AC, in the Isaac Cruise Survey, A-162, being all of Lots 7A & Lot P'T of 8,
Residue of Lot 8, 14.113 ACI- & PT of Lot 6, in City of Paris, Block 331, as recorded in
Warranty Deed 142722-2017, recorded 04/21/2017, Deed Record Lamar County Clerk.

15. Discuss, conduct a public hearing, and act on an Ordinance regarding the petition. of
Kathy Mathis on behalf of E. Mario Garcia for a change in zoning from General Retail
District (GR) to a General Retail District with a Specific Use Permit (SUP) for a Tattoo
Shop, located at 1247 Clarksville Street, on the City of Paris Block 103-A, Lot PT of 9,
being known as 1225, 1245, and 1247 Clarksville Street.
16. Discuss, conduct a public hearing, and act on an Ordinance regarding the petition of the
City of Paris, Texas, to amend Zoning Ordinance No. 1710 by eliminating the sale and
rental of trailers in the Central Area (CA) Zoning District.
17. Discuss, conduct a public hearing, and act on an Ordinance regarding the petition of the
City of Paris, Texas, to amend Zoning Ordinance No. 1710 by creating the Specific Use
Ren -nit (SUP) process within the Commercial (C) Zoning District to allow the sale and
rental of trailers.
18. Discuss, conduct a public hearing, and act on an Ordinance regarding the petition of Rick
Casey for a change in zoning from a Two -Family Dwelling District (217) to a Multi -
Family Dwelling District No. 2 (MF -2), on Lot 5, Block A, Final Plat, Wynnwood
Addition being located at 860 S. Collegiate Street.
19. Discuss and provide direction to city staff on an application for disannexation of property
filed by Casey and Ashley Johnson, 2355 Wildwood Lane. (A motion to remove this item from
the table is required before deliberating.)
20. Discuss and provide direction to city staff on applications for disannexation of property
filed by the following:
Jeremy & Kristen Archer, 2305 Wildwood Lane
Jeff & Sherrie White, 2410 Wildwood Lane
21. Discuss and act on an Ordinance granting a taxicab license to David L. Thompson d/b/a
Lone Star Cab Company.
22. Discuss and act on an Ordinance granting a taxicab license to Raney Day Enterprises,
Inc. d/b/a City Cab.
23. Discuss and act on an Ordinance granting a taxicab license to Raney Day Enterprises,
Inc. d/b/a Yellow Cab of Paris.
24. Discuss and act on an Ordinance Amending the Traffic Control Map in Section 31-65(b)
of the Code of Ordinances, establishing stop signs stopping Northbound and Southbound
traffic at the intersection of 18"' 'Street Northeast and Fairfax Street.
25. Discuss and possibly act on a Resolution proposed by the Historic Preservation
Commission to petition the City Council to instruct the City Manager and City Attorney
to foreclose on the Belford Apartment Complex and put out a Request for Proposals for
sale of the Belford Apartment Complex as an "Adaptive Historical Property Restoration,"
26. Convene into Executive Session pursuant to Section 551.071 of the Texas Government
Code, Consultation with Attorney, to receive legal advice from the City Attorney about
pending or contemplated litigation and/or on matters in which the duty of an attorney to
her client under the Texas Disciplinary Rules of Professional Conduct of the State Bar of
Texas clearly conflict with this chapter, as follows: New Cingular Wireless PCS, LLC
d/b/a AT & T Mobility, Plaintiff v. City of Paris, CTIA Property Holdings Corporation
and Oncor Electric Delivery Company, LLC, Defendants, Cause No. 86108,
27. Reconvene into Open Session and possibly take action on those matters discussed in
Executive Session.
28, Consider and approve future events for City Council and/or City Staff pursuant to,
Resolution No. 2004-081.
