A If' Clem, representing the Alloore Law Firm spoke on behalf ofCoca Cola Southvvest Beverages, LLC,
fin, the demolition for the structure located on the back side of thepropert.y. Mr. Clem coqfirnred the
commission had received the new COA submittals b " v C'oca Cola ivith the updated attachments. He began by
explaining the current condition of the structure. 11c noted that the plant was.fin,7nerly used to bottle Coca-
Cola, but novo this area is distribution center and utilized.f6r loading and servicing tiveky. He explained this -
particular structure has become (in unsafe, and this concerns the compan,V, Ilefiv-ther explained nothing has
been done with the structure.for years due to deteriorating conditions. He brought attention to the PoiwrPoinl
shoiving the interior changesfivni hospital use to maintenance use, noting a lot of"interiorreniodeling took
Palace at some point, leaving nothing of historical value relating to the children's hospital. Aloe,.forsafety saltie,
the company, wants, the structure removed. He further explained that Coca-Cola is sensitive to thefiact that the
entire property has historical signtficance; hovvever, there is nothing at all on the Bonharn Street (main road)
that is even reminiscent (?f the fact that there ivas even a hospital on the site.

v Green, Coca-Cola senior leadership representative addressed the commissioners, She explained that
Coca-Cola has been a part of thejabric of Paris.fiv over I 12years as u bottling partner in the coinmunity and
Coca-Cola strives to embrace and be supportive part ofthe community. The hospital structure has been the
topic of many-, discussionsfionr the .senior leadership at Coca-Cola. She related that they aresYntpathefic to the
,structure and it sentimental value to the community. In an effbrt to b�e sensitive to history ol"Paris, they had an
idea to put a memorial to the whole hospital infi-ont cif the current Coca -Colo facility, vvirich itself is a historic
structure. She explained hoivever, the current structure had served no puipose.for inuytylllcurs, it is in a state of
disrepair, has numerous leaks and the company" hasn't been able utilized the building in over 25 years. With the
building removed, the company could leverage thespaelemore appropriatelY.1br the business.
A. W, Clem stated that in talking with the contractor, who has looked (it the building in every aspect. It was
his observation that tire only historicsignfflcance ivas the brick. Coca-Cola ivould be interested in salvaging
enough q0hern, to build a memorial structure to highlight not only the children's wing, but also acknott'ledge
thefbi-ii,iets(,initai-iuirr. Coca-Cola ivould look to the commission to help design the memorial and its content.
Xo other person spoke for or against the demolition of the structure.
Commissioner Dux commended Coca-Colaforhaving the insight and ivillingness to construct an inteilvetive
marker to recognize the histoi3, of the site and the building. He asked if they knew who theYplanned on working
with to develop the content on the plaques, Mr. Gent stated that the, contractor who will be ;vorking oil, the
demolition will also be helping construct the monument. Commissioner Dux said theY might want to consult
with Skij)pei'Sleely-, with the Lamar County Histork.wl Museum, located behind MeCoca-Cola property.
Hearing no other comments, the public hearing was then closed;
Commissioner Dux asked if the conunission had arty other question concerning the Certificate: of
Appropriateness. Conunissioner Ennnite asked if the monuinent design would be coming back to the
commission, and Mr. A, H' Clem said yes, they would be looking to the commission for content, Commissioner
Ennnite made the motion that the demolition order be approved, seconded by Commissioner Mandiver, motion
carried 4-0.

No applicant was present, so Commissioner Dux recommended the commission neither approve nor deny an.),,
applications until (in applicant is present. A motion ivas made to table the application request /�y Commissioner
Vandiver, seconded by Commissioner Emmil.e, motion carried.
Commissioner lux stated that he did have some questions about 1heproject. Carla Easton, the City Engineer
explained the city Tvas working with Ms. Beavers, and addressed the commissioner "s" questions noting some of

Vandiver hada question about the amended application, egress, and permissionfi-om the Fire Marshall./or
safety. Als. Easton clarafled some ref the easement details, and explained how- it was worked out benveen the
propert), owners. Shefhrther e.ylained ono, reason the'limcing came to the historic preservation commission
for review was because of the waY the fences was attached to the buildings. Otherwise it would have been
approved in house.
Thecommission discussed setting some goals for public outreach and education aimed at property owners with
historic, homes and buildings, within the historic! districts. Chairman Dux suggested instead of running into
problems with people not knowing what can and cannot be done in the district, outreach of what the rules are
and the reason for the rule might help. He noted there should be some positive outreach tocontractors,
realtors', building owners too. He asked 4',Ihere were an ' y ideas jrom the commission. Ms. Easton talked about
the Community Development department is under the same serutiyq as the commission and there '
'Y is an ongoing
outreach campaign going ng onto help to educate the public, She mentioned the City of Paris used Facebook as a
tool to blast out the information. Size had also arranged a stakeholders meeting about the permitting process,
hoping to have a good dialogue with them to see if'thev can come up i,vith ideas on wvhat could be improved on
the Citj) standpoint.
Commissioner Dux also talked about aproperty tour with information and Commissioner Enimile mentioned
Presen,ation month in Mqv might be a good time to try to do a property tour and she would visit with the Main
Street Advisoiy board about a partnership.

It was determined that the structures are not eligible to he designated on the National Register of Historic
Places, as a recorded Texas Historic Landmark, or as historic property (is designated b'Y the City Council ref the
Ci(v Qf Paris. Commissioner Barbee made the motion to take no opposition to the recommendations from the
