COA# 17-1444 Fencing, Ms. Reaierspi-eseiiteripictures of the existing./ence and documentation noting theY are working together with the adjacent property owners to fence in the alleY between the Lickety Split Wine Bar, 15 SIF /" Street and Paris Communidy Theatre Brown Center, She explained theftnee ivas parallel with the street and iiws attached with 4 screws. Chairman Dux asked why afience was needed, Mr. Paris explained the fence is needed per TABQbr private clubs who are not serving over 5.1%jbod. (7ommissione), Dux noted that the design standards state unless there is evidence q1'existingfiaces, then nofince should he installed in the commercial district, however he knows of at least 2 that have been installed since the standards were developed. Ile also cautioned the commission of importance to,tbllow the design standards so not to give personal opinion. Commissioner Dux stated that it is not the commission's intention to hurt business, but to protect the district and its assets. After discussion Qf the physical./eatures ofthe existing fence including the attachment, pad locks etc, a motion was made by Commissioner Hider to approve the./ence as temporal installation, with the condition it be removed immediately if wine lounge location changes. Motion was seconded by Commissioner Ernmite. Motion Carried 3 -1, Commissioner Vandiver dissented, B. COA# 17-1443- facade restoration, 36 W. Plaza. The Mof .fitts presented their copies of renderings firom the Texas Historical Commission Main Street Design Architects. Commissioner Dux commended them.for doing their homework on restoration of the ftontfa(ade with historical accuracy. The Mol I n Y fitts are p an ing on unbricking the upper windows on thefironljtacade, and replacing them blanker panels to replicate windows alter investigation q1'existing windows. They are planning on reinstalling the canopy, open up transom windows make the store, front with the building front in a traditional historic s(yle. Brandon Schmidt also expressed the interest in uncovering the south, lacing windows, but will do some fitr1her investigation before he removes the current blanker panels. A motion was made to approve the application as presented lav Commissioner ;nimite, seconded by Commissioner Vandiver, motion carried 4 -- 0 Commissioner Vandiver made the motion to approve a grant.for $2,500fir thefit(wde improvements ql'35 W. Plaza as requested by Don and Carla Moffitt. Motion was seconded by CommissionerEnunite. Motion carried 4 - it Cheri Bedford reported the.follo-wing minor Certificates of'Appropriateness were approved in house: COA # 17-1427, Ordinai:y repair on Ciiy Hall Windows, 10 7 E 'Kaq/man COA # 2017-35 Chamber qfCommerce painting qfexistingja,cade, 8 W.Plaza. COA# 2017-36 Rool'Repair at Stone Title on P NW. She talked about the,former meeting suggestionsfior education, and the commission was in agreement to host another Imagine the possibilities tour possibly in MaY. Cheri mentioned an electronic constant tact newsletter. for historiepropeq-V owners, updates to website, te, adding window information, and clarification elf fencing in the historic district. Cheri also reported that Matt Coyle was appointed 6y council and rill fill Skipper Steely unexpired term. City Council liaison, Linda Knox informed the commission that the resolution on the Bel ford apartments was reviewed by City Council sand passed in their December 1, 2017 meeting. Commissioner Dux asked that clarification of fencing materials be put on the agendajbr next meeting. Hearing no other comments, Commissioner Dux adjourned the meeting at 4:55 p. in.
