MINUTES Staff Present: Michael Paris, Executive Director Chris Stout, Economic Development Associate Paula Brownfield, Administrative Assistant Guest(s) Present: Mary Madewell, The Paris News Deanna Manning, Citizen Linda Su Knox, City Council Robert Spain, Citizen City Council Liaison: Mr. Manning called the meeting of the Paris Economic Development Corporation to order at 5:15 p.m. on December 19, 2017, Citizens' Input Mr. Manning invited those present to speak during Citizens' Input. No one came forward and the Citizens' Input was closed. Discuss and possibly approve Minutes of the November 10�, 2017, Monthly Meeting and the December 1, 2017, Special Meeting. Mr. Manning asked if there were any corrections to the minutes. No one from the Board had any changes. Mr. Banks made a motion to accept the minutes from November 10, 2017, and December 1, 2017. Mr. Hamill seconded the motion. Vote was 5 -ayes to 0 -nays. Discuss and possibly approve October 2017 Financials and the November 2017 Financials. Mr. Hernandez stated the October financials show normal expenses. Mr, Paris pointed out Forrest Signs under Marketing and said the banners were updated with our new logo. Mr. Banks, made a PEDC Board Meeting Minutes December 19,,2017 Page 2 of 3 motion to approve the October 'financials, Mr. Hughes seconded the motion. Vote was 5 -ayes to 0 - nays. Mr. Hernandez mentioned a few items on the November Cash Out sheet, Ms. Portugal attended the TEDC Sales Tax Workshop. Mr. Paris stated that Paula. Portugal was reimbursed for the TEDC Workshop, Also, Randy Reese Drafting did drawings for a prospect that is looking at expansion. Mr. Banks asked about the difference in the Salary numbers between October and November. Mr. Paris said that we would look closer at the numbers and get back with him. He also asked about Cirro Energy and why they did not get paid. Ms. Brownfield answered that it depends on when we receive the invoice and when the City pays it. Mr. Banks made a motion to approve the November financials. Mr. Hamill seconded the motion. Vote was 5 -ayes to 0 -nays. Convene into Executive Session: a) Section 551.087; Deliberation of Economic Development Negotiations to deliberate Commercial and Finaneial Infori-nation and Economic Incentives relating to the following: Commercial real-estate development. 1) Discuss Land Purchase 2) Prqject Wind Cave 3) Project American SpiralWeld Chairman Manning convened the Board into Executive Session at 5:27 p.m. Reconvene into, Open Session and possibly take action on item(s) discussed in Executive Session. Chain -ran Manning reconvened the Board into open session at 6:15 p.m. Mr. Banks made a motion to authorize staff to engage for a Phase I environmental study and a biotechnical study for the property on the northwest corner of the Industrial Park. Mr. Hughes seconded the motion. Vote was 5 -ayes to 0 -nays. Mr. Banks made motion that we offer an additional forty (40) acres in the Industrial Park to be added to the one hundred and one (101) acres for American SpiralWeld. Mr. Hamill seconded the inotion. Vote was 5 -ayes to 0 -nays. Discuss and possibly approve the quote on a yearly subscription to Demographics Now. The gcote is $3,699.00 for a two -user subseril2tion. Mr. Paris stated that Demographics Now is a too] that lie and Mr. Stout use to get precise demographics information on labor, workfome, industry, and retail within a mileage radius. They have been using this program for the last two years through his graduate studies, library website. Now the graduate program has eliminated the program from the website. This too] has tremendous value to us, since it gives us demographic information from purchasing power all the way to traffic counts. The $3,699.00 subscription is annually for two -users. Mr. Hamill commented that "it's like having an extra employee for $154.00 a month", Mr. Hamill made a motion to approve a yearly subscription to Demographics Now, Mr. Hernandez seconded the motion. Vote was 5 -ayes to 0 -nays. Discuss and approve the purchase of an I -Pad for the Executive Director. Mr. Paris said that his contract states that the PEDC will provide him a tablet. He reminded the Board that his tablet was stolen from his vehicle about a year ago. He had not purchased a replacement to FT December 19�, 2017 Page 3 of 3 date, but is finding to would be very useful to have one with Wi-Fi when he is working with prospects. There are estimates in the packet on the purchase of a tablet with Wi-pi. Mr. Banks asked if there was a monthly charge for the tablet. Mr. Paris responded that if there was, it would only be for the Wi-F1. Mr. Manning made a motion to have Mr. Paris purchase a new tablet. Mr. Hamill seconded the motion, Vote was 5 -ayes to 0 -nays. Update on the American SpiralWeld Proiect. Mr. Paris updated the Board and the public that the Texas Enterprise Fund application will be submitted this week, American Spiraleld submits the application and the City reviews and signs the application. Texas Representative VanDeaver and Texas Senator Hughes have been made aware of the project. They will let the Governor's Office know that is being submitted. The Texas Enterprise Fund is a deal closing fund that is reviewed by the Governor, Lt. Governor, and Speaker of the House. All three need to unanimously agree to support the, use of the Texas Enterprise Fund for each specific project. It will take four tosix weeks for the Governor's Office to get back with us on this $60,000,000 project including approximately 120 jobs, Mr. Banks asked how American, SpiralWeld came to, Paris, Mr. Paris stated that American SpiralWeld carne to us through Kiamicill Railroad (Genesse Wyoming) out of Florida. Genesse Wyoming has a direct relationship with those handling the rail at American SprialWeld. Kiamichi called us stating that they wanted to entertain Paris, Texas for the project. We immediately completed the RFI the company sent us, Four weeks later we received the same RFI through the Governor's Office, We had a Welcome Team made up of infrastructure professionals for a working meeting with American SpiralWeld. That evening we invited therm along with dignitaries from the community for an introduction dinner. We are very appreciative and thank Kiamichi and Genesse Wyoming Railroads for giving Paris the opportunity to showcase our city. Executive Director's monthly Report. Mr. Paris stated that there was no monthly report for December. Discuss Future Agenda Items. Mr. Manning said that after coming out of the election we should look at some type of report card for the PEDC. This would be for the public to view and show the economic impact of bringing in businesses and jobs to Paris. Mr. Paris agreed and said that we would have some information and bids ready by the next meeting, Adjourn Mr. Banks made a rnotion to adjourn. Mr. Hughes seconded the motion. Public hearing to consider and take action on the petition ol'Brad Hutchison, Partner on behalf q1V & B Paris Partners on Lot 4-5-6, Block 3, (?/ the 51ellrose Addition, being located at 2301 Simpson a'Ytreet. A. Section 11.5-3 (b) {1a -d) of the Fence Ordinance which provides as follows: (b) Fence heights: (l)FronI jand fence requirements, a. No fence shall be permitted in the front yard with the following exceptions: i, On lots zoned historic overlay district (HD) and in accordance with the design standards adopted by the historic preservation commission, ii. On lots in excess of two (2) acres in size which are used for single -homily residential purposes. iii. On lots which are zoned and used for Ll or HI. purposes. b. If permitted, ornamental fences may be permitted in a front yard in residentially zoned areas if not designed or serving as an enclosure. Ornamental fences include such things as split rail, picket, decorated metal, and brick fences, but not such things as chainlink, wire, or other similar fences. c. In residentially zoned areas, no fence over forty-two (42), inches in height above the average grade of the yard shall be permitted from the front building line to the street right-of-way line. d. In residentially zoned areas, all front yard fences shall have a minimum of fifty (50) percent open area for passage of air and light. The applicant is requesting a variance to allow a front yard fence at 2301 Simpson Street, This property is, not located in the historic overlay district, the lot does not exceed two (2) acres, and is not zoned for industrial purposes. The applicant is proposing to install a seventy-two (72) inch front yard privacy fence. The applicant is asking for a 30 inch variance in height. '.I'he proposed fence is not an ornamental fence with a minimum of fifty percent area for passage of air and light. Public hearing was declared open. One individual spoke in favor of the petition. Brad I lutchison, Partner of J & B, Paris Partners, Paris, Texas, spoke in favor of the petition. Mr. Hutchison stated that lie recently purchased the property and wanted to make Sure that a bedroom was not compromised. Ile stated that the wooden privacy fence would provide privacy to the bedroom in the front of the house. Carla Easton, City Engineer spoke in opposition of the petition. recommending denial in order to preserve consistency of the front yard setback in a residential neighborhood.
