2005-085-RES APPLICATION TO PROPOSE THE CITY'S HOMESTEAD PROGRAM AS AN ELIGIBLE RECIPIENT FOR 2006 INNOVATIONS IN AMERICAN GOVERNMENT AWARD RESOLUTION NO. 2005-085 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS, APPROVING AND AUTHORIZING THE FILING OF.AN APPLICATION WITH THE COUNCIL FOR EXCELLENCE IN GOVERNMENT, UNDER THE AUSPICES OF THE INNOVATIONS IN AMERICAN GOVERNMENT AWARDS PROGRAM TO PROPOSE THE CITY'S HOMESTEAD PROGRAM AS AN ELIGIBLE RECIPIENT FOR A 2006 INNOVATIONS IN AMERICAN GOVERNMENT A W ARDj MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECTj AND PROVIDING AN EFFECTIVE DATE, WHEREAS, the Council for Excellence in Government, by and through the Harvard University John F. Kennedy School of Government, annually sponsors the Innovations in American Government Awards Program which annually offers six $100,000.00 grants to recognize creative and effective government initiatives; and, WHEREAS, the aforesaid Council for Excellence in Government has again announced that applications are being received for such program; and, WHEREAS, the program is highly competitive, annually receiving more than one thousand applicants from which eighteen applicants are selected for final recognition, with six receiving the actual $100,000.00 cash awards; and, WHEREAS, because a prerequisite to applying for the grant is that the applicant program must have been implemented for a minimum of twelve months prior to submission of an application; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved, Section 2, That an application be filed on behalf of the City of Paris presenting the City's Homestead Program as a participant in the 2006 Innovations in American Governments Award Program sponsored by The Council For Excellence in Government, Harvard University John F, Kennedy School of Government. The creative and forward thinking efforts are now eligible for one of six $100,000 award prizes in what is often called the "Oscars" of government. Advanced Language Program in Lexington, KY--combines classroom training and cultural immersion that gives police the necessary skills to provide essential services to a rapidly growing Spanish speaking community. Charter Agencies in the State of Iowa--redirects energy from bureaucratic requirements into innovation. The agencies volunteer to be accountable for measurable customer benefits and contribute savings/revenues. In return, the State exempts them from many bureaucratic requirements, Corridor Housing Strategy in Minneapolis, MN--enlists neighborhood organizations to increase affordable housing along major urban corridors. The initiative uses transit-oriented development principles to foster housing growth tied to transportation and jobs. Global Development Alliance at the U.S. Agency for International Development--combines the resources and expertise of the public and private sectors to improve the lives of people in the developing world.
