The City Council of the City of Paris net for a regular session at 5:30 p.m. on Monday,
February 12, 2018, at the City Council Chamber,, 107 E. Kaufman, Paris, Texas,
Present: Mayor: Steven Clifford
Council Members: Aaron Jenkins; Billie Lancaster; Billy Trenado;
Linda Knox; Cleonne Drake; and Paula Portugal
City Staff- John Godwin, City Manager; Stephanie Harris, City
Attorney; Janice Ellis, City Clerk; Gene Anderson,

Opening Agenda
I . Call meeting to order.
Mayor Clifford called the meeting to order at 5.30 p.m.
2. Invocation,
Finance Director Gene Anderson gave the invocation.
1 Pledge of Allegiance.
Council Member Drake led the pledge.
4. Citizens' Forum,
Raymond Tabor, P.O. Box 444, Mt. Vernon, Texas — he said he understood he had to
make application for a pen -nit to collect and haul solid waste inside the city. He said he had
made application and provided the required insurance information. Mayor Clifford said this was
item 10 on the agenda,
Consent Apenda
Mayor Clifford inquired of Council Members if they wished to pull any items from the
consent agenda for discussion. Council Member Knox expressed her appreciation to the
Chamber of Commerce staff in providing the, reports to Council. A Motion to approve the
consent agenda was made by Council Member Portugal and seconded by Council Member Knox.
Motion carried, 7 ayes — 0 nays.

5. Approve minutes frorn the meeting of January 22, 2018.
6. Receive reports and/or minutes from the following boards, corn missions, and committees:

7. Approve RESOLUTION NO. 2018-005: A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF PARIS, TEXAS, APPROVING A JOINT ELECTION
AGREEMENT BETWEEN THE CIT`►' OF PARIS AND PARIS INDEPENDENT
SCHOOL DISTRICT FOR THE MAY 5, 2018 ELECTION DATE; MAKING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING
AN EFFECTIVE DATE.
8. Accept bids and award contracts for the purchase of roadway materials to the lowest
responsible bidder(s) for the twelve-month period beginning April 1, 2018,
9. Accept the bid and award the contract for the replacement of concrete curbs and gutters,
driveway approaches, and reinforced concrete sidewalks to the lowest responsible
bidder(s) for the twelve-month period beginning April 1, 2018.

10. Discuss and act on ORDINANCE NO. 2018-003: AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF PARIS, TEXAS, AUTHORIZfNG THE ISSUANCE OF
A SOLID WASTE COLLECTION PERMIT TO WASTE CONNECTION OF
NORTHEAST TEXAS FOR THE PURPOSE OF ENGAGING IN THE BUSINESS OF
COLLECTING AND/OR TRANSPORTING SOLID WASTE FROM COMMERCIAL
AND INDUSTRIAL UNITS WITHIN THE CITY LIMITS OF THE CITY OF PARIS,
TEXAS; FINDING A PUBLIC NECESSITY AND CONVENIENCE FOR ISSUANCE
OF SAID PERMIT; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO
THE SUBJECT; AND DECLARING AN EFFECTIVE DATE.
City Manager John Godwin said the City had received the application and appropriate
insurance.
A Motion to approve this item was made by Mayor Clifford and seconded by Council
Member Trenado. Motion carried, 7 ayes — 0 nays.

11. Discuss and act on ORDINANCE NO. 2018-004: AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING CHAPTER 12, ARTICLE
11, "LIQUEFIED PETROLEUM GAS," BY REMOVING RESTRICTIONS AND
LIMITATIONS ON THE USE OF LIQUEFIED PETROLEUM GAS CONSISTENT
WITH STATE LAW; MAKING OTHER FINDINGS AND PROVISIONS RELATED
TO THE SUBJECT; PROVIDING A REPEALER CLAUSE, A SEVERABILITY
CLAUSE, A SAVINGS CLAUSE AND DECLARING AN EFFECTIVE DATE,
City Attorney Stephanie Harris explained that in 2010 Council adopted all ordinance
prohibiting the use of liquefied petroleum gas within 100 feet of a natural gas distribution line.
Ms. Harris informed Council that there had been changes in state law and the proposed
amendment repealed the prohibition and clarified that liquefied petroleum gas was governed by
the IFCG, the IFC, the IBC, and the IPC as adopted and amended by the City,
A Motion to approve this item was made by Mayor Clifford and seconded by Council
Member Drake. Motion carried, 7 ayes — 0 nays.
12. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.

13. Adjournment.
There being no further business, a Motion to adjourn was made by Council Member
Drake and was seconded by Mayor Clifford. Motion carried, 7 ayes — 0 nays. The meeting was
adjourned at 5:35 p.m.
