SUBJECT: HOME PROGRAM CONSTRUCTION CONTRACT

BACKGROUND: Paris participates in the Texas Department of Housing & Community Affairs
(TDHCA) HOME program, which provides replacernent housing for certain qualified persons.
The Resource Management & Consulting Company administers the: applications, paperwork,
communications, and payments, for the program in order to ensure grant compliance, The City
has the opportunity to construct up to 20 homes under this program, Seven (7) applications have
been received and approved for funding, and 3 applications are under review. We are ready to
move forward with a construction contract.
STATUS OF ISSUE: On February 15, 2018, a single bid proposal was received for the
construction contract from Whitaker Homes in the amount of $84,,760 per home. The bid was
reviewed in accordance with the grant requirements by Resource Management & Consulting
Company, and they recommend approval of the bid and award of a contract with Whitaker
Homes,
BUDGET: The City match includes demolition costs and utility tap fees up to 15% per home.
RECOMMENDATION: Accept the bid and award a contract with Whitaker Homes for the
construction of single-family homes under the TDHCA HOME Program Grant, authorizing the
City Manager to negotiate and execute all necessary documents,
