18 - 2018 Road Reconstruction ProgramItem No. 18 TO: Mayor & City Council FROM: John Godwin, City Manager SUBJECT: 2018 ROAD RECONSTRUCTION PROGRAM DATE: February 19, 2018 BACKGROUND: We initially created a prioritized list of 22 street segments that were identified as most needing reconstruction to one degree or another. These are not necessarily the streets with the absolute worst pavement in the, city, but all are collector streets, so their reconstruction will impact the most overall traffic. Each is an asphalt street, and each will be replaced with asphalt. Some will necessarily include sidewalk, drainage, and utility work. Obviously we do not want to rebuild a roadway only to leave behind drainage problems, or have it dug up when a water or sewer line breaks (though there is no guaranty that will not happen). ADA coines into play with some sidewalk requirements also,. Last sura mer the council approved a three-year plan, and adding two new street segments to bring the list to 24. Four projects were approved for immediate design and construction: East Cherry (20"' to 25"), 7hNW (Graham to Center), 3"1 SW and SE (Sherman to Provine), and 7"' SE (Kaufinan to Washington). The first two projects were completed in 2017. The latter projects are underway; pending dry weather and Atmos line repairs they will be finished in, March. Church Street is under design, with construction expected to begin this summer. That project has a very large scope, including full -depth paving, drainage, wastewater, sidewalk, and streetlight improvements. Most of the streets will be rebuilt using a construction practice called mill & overlay (or inlay). This is the type of work done so far, and is suitable for roads with adequate bases. A few roads will require full -depth reconstruction, a more expensive process that also, includes significant engineering costs. These include Church, 1.7`h SE,, and 20'' SE, as well as a part of 25t" NE. Two roads, 33rd SE and Collegiate between Clarksville and Lamar, fall somewhere in a middle ground where full -depth would be preferred but not absolutely necessary. By doing only mill & overlay there, coupled with some new curbing and in-house repairs to "soft spots", we will get a much better driving surface that should last many years, while saving money to complete more projects. STATUS OF ISSUE: Each year we need to update and readopt our draft three-year plan to account for any changes in priorities, needs, costs, or other matters. The attachment shows all 24 planned streets, grouped into seven discreet projects, plus a group that is as yet unfunded, Project I is Church Street, and Project 2 is the group of segments currently under construction. We propose doing Projects 3 and 4 beginning this calendar year (five street segments totaling about $4 million), Collegiate, 33'-'J SE, and Graham will likely be designed in-house and bid as a single project this spring. As mentioned previously, we are negotiating with KSA to provide design engineering for 17'h and 24th, which will begin in late summer .and will be built somewhat consecutively so that both streets are not closed at the same time. As we did on 3"', we will do in-house utility work on Graharn so that it will be ready for repaving in 2018. We will plan to bid Projects 5-7 in 201 , and as many of the currently unfunded projects as possible in 2020. BUDGET.
