RESOLUTION NO. 2005-045
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, APPROVING AN APPLICATION FOR A GANG
RESISTANCE EDUCATION AND TRAINING (G.R.E.A.T.) PROGRAM
GRANT; AUTHORIZING THE EXPENDITURE OF FUNDS; ACCEPTING
SAID GRANT AWARD UPON NOTICE THEREOF; AUTHORIZING THE
EXECUTION OF ANY AND ALL DOCUMENTS NECESSARY FOR
ACCEPTANCE AND IMPLEMENTATION OF SAID GRANT UPON
NOTICE THEREOF; MAKING OTHER FINDINGS AND PROVISIONS
RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE.
WHEREAS, the Department of the Treasury, Bureau of Alcohol, Tobacco, and Firearms
provides funding for Gang Resistance Education and Traioing (G.R.E.A.T.) grants; and,
WHEREAS, the City Council of the City of Paris is desirous of processiog a grant
application for gang resistance education and training, at a total cost of $41,040.00, with
$40,040.00 to be provided by grant with no matching funds to be provided by the City of Paris;
and,
WHEREAS, the City Council desires to make application and authorize the Mayor, City
Manager, and appropriate City staff to accept and implement said grant (if same is received)
without further action of City Council; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all things
approved.
Section 2. That an application to the U.S. Department of the Treasury, Bureau of
Alcohol, Tobacco, and Firearms for a Gang Resistance Education and Training (G.R.E.A.T.)
grant in the amount of$41 ,040.00, requiring no matching funds by the City of Paris, as the same
is attached hereto as Exhibit A and incorporated herein for all purposes, be, and is hereby in all
things approved and authorized.
Section 3. That the City Manager be, and he is hereby, appointed as the Authorized
Official of said project and as such is authorized and directed to execute, on behalf of the City
of Paris, any and all documents associated with the application for said grant, under the terms
and conditions and in the form shown in Exhibit A, attached hereto.
Section 4. That the Police Chief, be, and he is hereby, appointed as Project Director and
is hereby authorized to execute and deliver, on behalf of the City of Paris, all reports,
communications, assurances, and documents necessary for the completion of said project.
Section 5. That the Director of Finance be, and he is hereby, authorized and directed to
serve as the Financial Officer for said project and to receive and distribute funds for purposes
of the G.R.E.A.T. Grant.
Section 6. That the Mayor, City Manager, Police Chief, and the Finance Director be
authorized and directed to execute, on behalf of the City of Paris, any and all documents
necessary for acceptance and implementation of said grant upon notice of award thereof by the
Department of the Treasury, Bureau of Alcohol, Tobacco, and Firearms, under the terms and
conditions and in the forms approved by the City Attorney, and to proceed with use of said
funds upon receipt thereof for the purposes stated herein and in accordance with the grant
conditions.
Section 7. That this resolution shall be effective from and after its date of passage.

Grant application Narrative
The Paris Police Department implemented the GREAT program in 1996. Since that time
we have added additional GREAT Officers. With the help of the grant money supplied by
federal funding, we have been able to expand our program to another school district. We
have previously included activities in our program such as the Summer Component
including Parental Involvement. This would not have been possible without the GREAT
grants we have received.
The Paris Police Department currently provides DARE Officers to the local school
districts for their school-based DARE programs. The DARE core curriculum is taught at
the 5th grade level, with the DARE Officers teaching shorter lessons to the lower grades.
The Police Athletic League provides positive activities for the youth of our community.
They provide a game room, karate classes, boxing classes, and a spring basketball league.
The Police Athletic League also offers an opportunity for the students to do their
homework on-site. A local teacher is on hand to give assistance if needed. GREAT
Officers volunteer at the Police Athletic League to interact with students. "111e Police
Athletic League is open year round with expanded hours during the summer.
We have in the past conducted a Summer program for students consisting of two sessions
each lasting two weeks. The Summer program was offered to 7'h and 8th grade students.
Short lessons were given reinforcing life skills taught in the core curriculum. Students
also enjoyed outings to amusement parks, baseball games, and other field trips. The
Summer program was staffed by GREAT and DARE Officers that provided for positive
interaction between the Officers and students. Due to local budget constraints were are
unable to provide this program this year. It is our hope that we can do the Summer
program in the future iflocal funds become available to assist in the program.
The Paris Police Department has been conducting a Parent program for the last six years.
The GREAT Officers are available to provide parent programs to the local Parent-
Teacher Organizations as well as other groups. The Paris Police Department has two
GREAT Officers that are certified to facilitate the GREAT Family Component.
The Paris P0lice Department will continue to work with the local schoo! districts to
continue our commitment to the youth of our community and therefore to the GREAT
Program.

G.R.E.A.T. Budget Narrative
A. Personnel-
Officers Milton and Boaz devote approximate thirty percent (30%) of their time to G.R.E.A.T.
program activities, including classroom time and preparation therefor. In order to avoid
exceeding seventy percent (70%) of the grant award, the personnel expense for each officer was
divided by eighty-seven and one-quarter percent (87.25%); and the City will pick up the cost of
the balance of those salaries.

Fringe benefits for the two offic~rs was calculated by using the amounts of the salaries to be

C. Travel-
Travel includes the cost of attendance at the G.R.E.A.T. Officer Training program in Orlando,
Florida, in August of this year. Airfare for each officer was estimated to be approximately
$300.00, hotel and per diem for each officer is based on the figures established by the United
States General Services Administration, and cab fare and transportation to and from the airport
was estimated at approximately $50.00 each.
D. Equipment-
Budgeted equipment includes two (2) projectors for use by the officers assigned to the
G.R.E.A.T. Program. The officers will use this equipment in conjunction with the G.R.E.A.T.
Program to present lessons and projects.
E. Supplies -
Budgeted supplies includes workbooks for an estimated five hundred (500) participants, T-shirts
for program graduates, and awards, including trophies, certificates, and ribbons, for program
graduates.
