Notice is hereby given that the City Council of the City of Pans shall meet in regular session
at 5:30 p.m. on Monday, March 12, 2018. The meeting will be held at the City Council
Chamber, 107 E. Kaufinan Street, in Paris, Texas. The niatters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council, must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personnel appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code: regarding any item on this agenda.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request. any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meeting on February 26, 2018.
6. Receive reports and/or minutes from the following boards and commissions:
a. Pads-Lai-nar County Health District (10-16-2017)
b. Paris Public Library Advisory Board (12-20-2017)
7. Accept bids and award contracts for the purchase of roadway materials to the lowest
responsible bidder(s) for the twelve-inonth period beginning April 1, 2018.
Authorize final payment in the amount of $63,843.70, close out the contract with HWH
Construction for construction of the West Paris Multi -Use Trail, and accept
improvements.
9. Receive the Paris Economic Development Corporation 2016-17 Annual Audit Report.
Regular Agenda
10. Discuss, conduct a public hearing and act on an Ordinance Abandoning a One -Hundred
Forty -Two foot portion of an Alley located between 627 N.E. 5"' Street and 639 ME, 5"'
Street.
I I . Discuss, and act on a Resolution Authorizing the Execution of a Deed of Abandonment to
the AdJ acent Property Owner of a One -Hundred Forty -Two foot portion of an Alley
located between 627 N.E. 5'h Street and 639 N" E. 5"' Street.
12. Discuss, accept the bid and award a contract in the arnount of $1,017,000, with deductive
alternates, 3, 4, & 5, to McInnis Brothers Construction, Inc. for construction of the Flow
Equalization Basin Barscreen Project.
13. Discuss and act on a contract with Archer Construction & Design for construction of the
new northwest EMS station, in art amount not to exceed $500,000,
14. Discuss and act on an Ordinance of the City Council of the City of Paris, Texas,
Approving a Tariff Authorizing an Annual Rate Review Mechanism ("RRM") as a
Substitution for the Annual Interim Rate Adjustment Process Defined by Section 104.301
of the Texas Utilities Code, and as Negotiated between Atmos Energy Corp., Mid -Tex
Division (Atmos Mid -'lex" or "Company") and the Steering Committee of Cities Served
by Atmos; Requiring the Company to Reimburse Cities' Reasonable Ratemaking
Expenses-, Adopting a Savings Clause; Determining that this Ordinance was Passed in
Accordance with the Requirements of the Open Meetings Act; Declaring an Effective
Date; and Requiring Delivery of this Ordinance to the Company and Legal Counsel for
the Steering Comrnittee.
15. Discuss and act on an Ordinance declaring an unopposed candidate in Council District I
for the May 5, 2018, general election to office; determining that no general election be
held in District I; and directing that a. certificate of election be issued to the unopposed
candidate.
16. Discuss and appoint one member to the Main Street Advisory Board to fill an unexpired
term.
17. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
