Kaufi-nan, Paris, Texas, Present. Mayor: Steven Clifford Council Members: Aaron Jenkins-, Linda Knox; and Paula Portugal City Staff. John. Godwin, City Manager; Stephanie Harris, City Attorney; Janice Ellis, City Clerk; Gene Anderson, Finance Director; Bob Hundley, Police Chief; Larry Wrig it, Fire Chief, Carla Easton, City Engineer-, Jerry McDaniel, Public Works Director; Alan Efruss,y, Planning Director; and Clyde Crews; Fire Marshal Absent: Council Members: Billie Lancaster; Billy Trenado; and Cleonne Drake Opening Agenda Call meeting to order, Mayor Clifford called the meeting to order at 5:30 pm. 2. Invocation. Council Member Portugal gave the invocation. 3. Pledge of Allegiance, Mayor Clifford led the pledge. 4. A. Citizens' Forurn. No one spoke during citizens' forum. B. Proclamation designating February as "Career and'fechnical, Education" Month. Career and Technical Education Director Dr. Chadwick introduced her students, who expanded on what the program meant to them. Mayor Clifford read and presented the proclamation to Dr. Chadwick and her students. Regular CounciV Meeting February 26, 2018 Page 2 Consent Agenda Mayor Clifford inquired of Council Members if they wished to pull any items fi-om the consent agenda for discussion. There being none, a Motion to approve the consent agenda was made by Mayor Clifford and seconded by Council Member Portugal, Motion carried, 4 ayes — 0 nays, 5. Approve minutes from the meeting of February 12, 2018. 6. Receive reports and/or minutes fi-orn the following boards, commissions, and committees: a. Paris Board of Adjustment (12-5-2017) b. Airport Advisory Board (I 1-16-2017 & 1-18-2018) c. Main Street Advisory Board (1- -2018) d. Historic Preservation Commission (I-10-2018) e. Paris Economic Development Corporation (1-23-2018) f Paris Visitors & Convention Council (1-22-2018) 7. Receive January monthly financial report. 8. Receive January drainage report, 9. Receive demolition and code enforcement activity reports. 10. Approve the Final Plat of Lots 28-34, Block A, Stone Ridge Addition Phase 8, located in the 4600 Block of Boulder Lane. 11, Approve RESOLUTION NO. 2018-006: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING THE PRIVATE RE -SALE OF MULTIPLE TRACTS OF TAX FORECLOSED PROPERTIES AND AUTHORIZING THE MAYOR TO EXECUTE DEEDS; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. 12. Approve RESOLUTION NO. 2018-007: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, REQUESTING THE SHERIFF OR A CONSTABLE TO SELL TAX FORECLOSED PROPERTIES AND TO RE -SELL BID - OFF TAX PROPERTIES IN ACCORDANCE WITH THE TEXAS PROPERTY TAX CODE; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. 11 Accept the bid and award a contract for the construction of single-family homes under a Home Program Grant received from the Texas Department of Housing and Community Affairs (TDHCA), in the City of Paris, Texas to Whitaker Homes, the lowest responsible bidder; and authorizing the City Manager to negotiate and execute all necessary documents. Conduct a. public hearing, discuss and act on ORDINANCE NO. 2018-005: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, AS HERETOFORE AMENDED, SO AS TO REZONE LOT 1, CITY OF PARIS BLOCK 315-A, ASST 208 CROW SURVEY, BEING LOCATED AT 4605 LAMAR AVENUE, IN THE CITY OF PARIS, LAMAR COUNTY, TEXAS, FROM A COMMERCIAL DISTRICT (C) TO A COMMERCIAL DISTRICT (C) WITH A SPECIFIC USE PERMIT (52) FOR A SELF-STORAGE/MINI-WAREHOUSE; DIRECTING A, CHANGE ACCORDINGLY IN THE OFFICIAL ZONING MAP OF THE CITY; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. Planning Director Alan Efrussy explained that Mr. Russell requested this change in zoning so that lie could place self-storage/i-nini warehouses on the property. He said it would require a special use permit along with a site plan. Mr. Efrussy also said that the Planning and Zoning Commission, as well as staff recommended approval of the zoning change upon adheiing to the required conditions and that the applicant agreed to the conditions. Mayor Clifford opened the public hearing asking for anyone wishing to speak in favor or opposition to this zoning change, to please corse forward. Applicant, Robert Russell, spoke in support of the zoning change. With no one else speaking, Mayor Clifford closed the public hearing. A Motion to approve this zoning change was made by Mayor Clifford, and seconded by Council Member Jenkins, Motion carried, 4 ayes — 0 nays. 15. Conduct a public hearing, discuss and act on ORDINANCE NO. 2018-006: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, AS HERETOFORE AMENDED, SO AS TO REZONE LOT PT 1, SSLA COMMERCIAL ADDITION, BEING LOCATED AT 2775 N.E. LOOP 286, IN THE CITY OF PARIS, LAMAR COUNTY, TEXAS, FROM A PLANNED DEVELOPMENT A -F (PD A -F) TO A PLANNED DEVELOPMENT A -F (PD A -F) WITH A SPECIFIC USE PERMIT (TATTOO SHO'P') FOR A PERMANENT MAKEUP SALON; DIRECTING A CHANGE ACCORDINGLY IN THE OFFICIAL ZONING MAP OF THE CITY; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. Mr. Efrussy explained that the applicant requested this change in zoning so that the existing structure could also be used for a permanent makeup salon. He said the existing business was the Shear Heaven Salon. Mr. Efrussy said the Planning and Zoning Commission and city staff recommended approval of this zoning change with required conditions. Motion carried, 4 ayes — 0 nays, 16, Conduct a public hearing, discuss and act on all Ordinance of the City Council of the City of Paris, Texas, Amending Zoning Ordinance No. 1710 of the City of Paris, Texas, as heretofore amended, so as to Rezone A7 W Askins Survey, Tract 80, being located at 5040 Farm Road 195, in the City of Paris, Lairiar County, Texas, from Agricultural District (A) to a Multiple -Family District (mf -1); Directing a Change accordingly in the Official Zoning Map of the City; providing a repealer clause, a severability clause, a savings clause, a penalty clause; and providing an effective date, Mr. Efrussy explained that the applicant requested this change in zoning in order to develop duplex, triplex and/or quadplex dwelling units. He further explained that this request was incompatible with the existing land use and future land use recommendations. Mr. Efrussy said the Planning and Zoning Commission unanimously recommended denial of this request, and that city staff supported the recommendation of the commission. Mayor Clifford opened the public hearing and asked for anyone wishing to speak in favor or opposition to this zoning change, to please come forward. Those speaking in opposition to the zoning change were Deborah Bringman, 7153 Heather Lane; Peggy Jack, 7142 Heather Lane; Jim Crisp, 5310 Farm Road 195; Mary Beth Bums, 7033 Heather Lane; and Larry Carney, 7015 Wendy Lane. Mayor Clifford said to approve this request would be spot zoning, Council Member Portugal said multi -family dwellings did not fit in with single family dwellings. A Motion to deny the zoning request was made by Mayor Clifford, and seconded by Council Member Portugal. Motion carried, 4 ayes .- 0 nays. 17. Receive: presentation, discuss and act on RESOLUTION NO. 2018-008: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS SUPPORTING THE IMPLEMENTATION OF JOINING OF FORCES, A JOINT LAND USE STUDY; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE, North Central Texas Council of Governments Transportation Director Dan Kessler gave a presentation to City Council regarding the Joint Land Use Study. He explained the study was a collaborative process among local goverturients, military installations, citizens, and other stakeholders to identify and help mitigate and prevent encroachment issues that may affect current and future military missions and nearby communities. Mr. Kessler explained that Camp Maxey was one of eight militaryestablishments in North Texas that was in the study area. lie Regular Council Meeting February 26, 2018 Page 5 reviewed economic impacts of military bases, background information, the study areas, the policy committee, strategy highlights, recommendations and implementation resources, A Motion to approve the Resolution was made by Mayor Clifford, and seconded by Council Member Knox. Motion carried, 4 ayes — 0 nays, 18. Discuss and act on the 2018 Plan of Work for Street Bond Reconstruction. City Manager John Godwin reviewed with City Council the completed projects, the near completed projects and the proposed 2018 project list. He said lie was asking them to approve the second group of projects and they could add to or subtract frorn the list which contained six streets. Mr, Godwin said Church Street was a two year project and they conducted a public neighborhood meeting last week, because Church Street was close to beginning construction. He reviewed the other five streets explaining the details of each project. Mr. Godwin said Stillhouse had been added, because it had worsened. He also said at the request of Council Member Drake, the remainder of Collegiate Street was added to the list. He referenced the streets in yellow on the map, citing they were unfunded. Mr. Godwin said staff was hoping that two or three or half of those streets would get funded, but that would depend on the budget. Council Member Knox said she could not be at the Church Street neighborhood meeting, but that she heard it was excellent. Council Member Knox said in Council Member Drake's absence, she had asked that they pull minutes from when Mr. Don Wilson spoke about specific streets he would like added. She said one of those streets was North Collegiate, which, looked like it was on this list. She said she thought the other one was 31" Street, Mr. Godwin said 3 I't Street was a very bad street and was not added to the initial list because it was not a collector street. He said it could be added and he would be happy to do that. A Motion to approve the 2018 Plan of Work for Street Bond Reconstruction was made by Council Member, Portugal, and seconded by Mayor Clifford. Motion carried, 4 ayes — 0 nays. 19. Consider and approve future events for City Council and/or City Staff pursuant to, Resolution No. 2004-081. No future events were referenced. 20. Adjournment.
