2005-042-RES AUTHORIZING CITY MANAGER FINANCE DIRECTOR AND CITY ATTORNEY TO EXECUTE DOCUMENTS ASSOCIATED WITH CHANGES TO THE CITY EMPLOYEE HEALTH INSURANCE PLAN
RESOLUTION NO. 2005-042
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, AUTHORIZING THE CITY MANAGER, FINANCE
DIRECTOR, AND CITY ATTORNEY TO EXECUTE ANY AND ALL
NECESSARY DOCUMENTS ASSOCIATED WITH CHANGES TO THE
CITY EMPLOYEE HEALTH INSURANCE PLAN; MAKING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Manager and the City Finance Director have identified certain changes
cessary to the City Employee Health Insurance Plan, associated with premiums, co-pay, coverage,
d other issues as such matters effect current and former employees; and,
WHEREAS, the City has received recommendations from representatives of the Texas
unicipa1 League Health Insurance Pool, which acts as the administrator of the City's health
i surance program, related to the creation of a 454 Flex Plan, enhanced premiums, alternative
1 surance plans, and other similar recommendations; and,
WHEREAS, there is a necessity to implement various changes to the City Employee Health
I surance Plan, both for current and former employees, to meet certain time deadlines associated
'th the City's plan year; and,
WHEREAS, the City Council desires to authorize the City Manager, the City Finance
irector, and the City Attorney, where appropriate, to execute any and all necessary documents
sociated with appropriate changes to the City Employee Health Insurance Plan, for both current
d former employees; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
EXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all things
a proved.
Section 2. That the City Manager, City Finance Director, and City Attorney, where
a propriate, shall be, and they are hereby authorized to execute any and all documents necessary and
r quired associated with implementing changes and amendments to the City's current Employee
ealth Insurance Plan, as such changes would apply to both current and former City employees.
Section 3. That this resolution shall be effective from and after its passage.
