Commissioner Dux called the meeting to order at 4:00 p.m.
"Che minutes of the January 10, 2018 were approved by acclamation.
Consent agenda: Commissioner Dux requested item A. be pulled for discussion.
Commissioner Vandiver made the motion that items B, C. D. E. F. G. cannot be rehabilitated or designated on the
National Register of Historic places, Recorded Texas landmark or City of Paris local landmark, seconded by
,Commissioner Hider, motion carried 4 - 0

Commissioner Dux only concern with item A. is if it is occupied. Cheri Bedford let the commission know that
houses that are occupied are not sent to Buildings and Standards Commission. Commissioner Hider said he had
viewed the houses on Google maps, and noted the house looked the same in 2013.
A motion was made that item A. be put back on the consent agenda by Linda Vandiver, seconded by
Commissioner Emmite, motion carried 4-0
Commissioner Hider gave the committee update for the design standards. The committee Met OD Monday
February 9, 2018 reviewed and consider former recommendations from previous commissions,
• Painting of original brick on facades: no painting of an original brick should be allowed. If brick has
been painted in the past, and a touch up or repaint is needed, making recommendations for removal
would be an ideal option, but if this is not cost effective, then painting should be considered following
the historic color palette.
• Commissioner Emmite discussed fencing materials and how it should be mounted so as not to damage
any historic structures. Commissioner Vandiver asked if specifies height and locks could be addressed.
Commissioner Dux mentioned there was a lot of information on residential fencing. The committee will
talk with specific clarification and reread the sign ordinance
• Siding materials: research and discuss with Paul Denney, discussion on wood grain siding, clapboard
and vinyl for new construction and repairs should be clarified.
• Further explanation and clarification should be made on the window types allowed, and spelled out
details such as aluminum clad wooden ivindmvsfiberglass clad, andfiberglass.
Commissioner Dux made a recommendation for the committee to consider; should a property owner
propose a restoration prQject of a fi-ont facade, the restoration should be consistent to one time period on
the entirety of the building, For example, if aslip cover that was installed at a later time period is
removed to expose the original construction on a top portion of the building, the later time period
modifications on the bottom of the building should also be restored to match the original period
provide a consistent design of the building,
f'he committee will draft changes and bring back to the next meeting for review.
Imagine the possibilities tour will be field on May 19th. Peoples bank is going to be the starting point for tours
again. Cominissioner Dux offered his place to be on the tour. It was decided tile time be I p.m. -- 4 p.m.
Commissioners will begin to ask downtown businesses if they want to participate, There was some mention of
,also inviting historic home owners, and asking the realtors if they want to do an open house that day. All
commissioners should send suggestions to Cheri and site will help organize stops.

II # COA- 18-0093, Replacement of deteriorated blanker panels on side of'building located at 270 SW 1st Street -
Prepare for repair of 1980's mural. Commissioner clarified these windows were already filled with blanker panels
and facing the south side of Austin Street,
National Alliance Preservation Commission Forum: July 18 -- 22, 2018 Des Moines [A, Cheri Bedford,
Commissioners Dux and Commissioner Eirimite will attend. The Certified Local Government grant received
$1112.32 to help with the expenses. City of Paris will pay for forum fee $200 per person, hotel, and travel up to
cost of one airline ticket. Any food will be at the expense of the individual, Commissioner Emmite and Cheri
Bedford will share a room to help with expenses.
