2005-035-RES SPEED RATE IN CONSTRUCTION AREA ON PORTIONS OF LAMAR AVE
RESOLUTION NO. 2005-035
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, RECOGNIZING THE NEED FOR A MAXIMUM,
REASONABLE RATE OF SPEED IN THE AREA OF CONSTRUCTION
ON CERTAIN PORTIONS OF LAMAR AVENUE IN THE CITY OF
PARIS AND REQUESTING THE TEXAS DEPARTMENT OF
TRANSPORTATION TO DECLARE SAID AREA A CONSTRUCTION
ZONE AND LOWER THE SPEED LIMIT IN SAID CONSTRUCTION
ZONE; MAKING OTHER FINDINGS AND PROVISIONS RELATED
TO THE SUBJECT; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Texas Department of Transportation has undertaken a
construction project on that portion of Lamar Avenue between 20th Street N,E, and
Collegiate Drive within the city limits of the City of Paris, Paris, Texas; and,
WHEREAS, the purpose of the aforesaid TxDOT construction project is for utility
relocation and widening of Lamar Avenue between 201h Street N .E. and Collegiate Drive;
and,
WHEREAS, the City Council of the City of Paris, Texas, has previously expressed
its wholehearted support for the aforesaid project; and,
WHEREAS, as the project has proceeded, it has become apparent that it is
necessary to reduce the speed limit on Lamar Avenue to reduce the hazard to construction
workers and the trafficking public during the aforesaid construction project; and,
WHEREAS, the City Council further finds and determines that lowering the speed
limits on Lamar A venue during the aforesaid construction project is necessary to protect
the health and safety and is in the best interest of the citizens of the City of Paris and the
Texas Department of Transportation should be requested to declare said area a
Construction Zone and lower the speed limit in said Constl1.\ction Zone; NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby
in all things approved,
Section 2. That by copy of this resolution the Texas Department of Transportation
is hereby requested to declare that portion of Lamar Avenue from 201h Street N.E, east to
Collegiate Drive a Construction Zone and reduce the speed limit for said Construction
Zone in accordance with State Law and TxDOT regulations until such time as the
construction has been completed for the utility relocation and widening of Lamar Avenue
project.
Section 3. that the City Manager shall forward a copy of this resolution to the
appropriate officials of TxDOT as an official request of the City Council of the City of
Paris.
