Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5.30 p.m. on Monday, March 26, 2018, The meetings will be held at the City Council
Chamber, 107 E. Kauffiian Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation,
3. Pledge of Allegiance.
4. Citizens' forum,
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personnel appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Govermnent Code regarding any item on this agenda.
Consent Agenda
Iterns on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meeting on March 12, 2018.
6. Receive reports and/or minutes fi-om the following boards and commissions:
a. Airport Advisory Board (2-15-2018)
b. Love Civic Center (1-11-21118)
c. Historic Preservation Commission (2-14-2018)
7. Receive February monthly financial report,
8. Receive February drainage report.
9. Receive demolition and code enforcement activity reports,
10. Approve a Resolution Authorizing a Joint Election Agreement between the City of Paris
and North Lamar Independent School District.
I I . Approve a Resolution declaring the month of April as Fair Housing Month.
Regular Agenda
12, Authorize the City Manager to execute a contract for professional engineering and
surveying services with KSA for the 17"' and 24"' Street Reconstruction Project, in an
arnount not to exceed $,300,000.
13. Discuss and authorize the City Manager to execute an Amended Management Lease
Agreement with the Larriar County Char nber of Commerce.
14, Discuss and select a service provider for the Texas Capital Fund CDBG application.
15. Convene into Executive Session pursuant to Section 551.071 of the Texas Government
Code, Consultation with Attorney, to receive legal advice from the City Attorney about
pending or conternplated litigation and/or on matters in which the duty of an attorney to
her client under the Texas Disciplinary Rules of Professional Conduct of the State Bar of
Texas clearly conflict with this chapter, as follows: City of Paris v. Boomer Trends
Magazine, Inc., Cause No. 87292, in the 62"d District Court of Lamar County, Texas.
16. Reconvene into Open Session and possibly take action on those matters discussed in
Executive Session.
17. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
18, Adjournment.
