SUBJECT: 17"" & 24"" STREET IMPROVEMENTS

BACKGROUND: In May 2017, voters authorized the sale of $9.5 million in bonds to improve
city streets. The work plan for 2018 was approved by Council in February of this year, which
included procurement of professional services from KSA Engineering to design improvements to
East 17"' Street frorn Pine B1L1fft0 Clarksville, and 24"' Street SE from Lamar to Clarksville.
STATUS OF ISSUE: KSA has submitted a proposal Im engineering and surveying services
associated with the proJect, which includes approximately 5,200 linear feet of street
reconstruction with concrete curb and gutter, asphalt paving, sidewalks, and storm sewers. After
significant negotiation, the agreed upon fee for services is $283,700, and upon Council approval,
would be paid from the 2017 Street Bond Fund. Design of the improvements is scheduled for
con1pletion in September 2018, and construction is anticipated to begin in the fall of 2018.
BUDGET: Funds are designated in the 2017 Street Bond Fund.
RECOMMENDATION: Authorize the City Manager to execute a contract for professional
engineering and surveying services with KSA for the 17"' and 24"' Street reconstruction project
in an arnount not to exceed 5300,000.00.
