Mr. Carney stated he is within 200 I'M of this lot. His concern is will this make their property, value go down and what kind of structure will this be one, two or three story? fle asked if there is adequate sewer available, Mi-. Carney asked what kind ofmaterials Would be used fior this property for example siding or brick, Peggy Jack, 7142 Heather Lane Paris, Texas, spoke in opposition of the petition. Ms. Jack states she is inside the same subdivision and they bought their property because it was a quiet, beautiftil area, farming and ranching. Ms. Jack is afraid that a quadraplex would change the whole atmosphere. Jim Crisp, 5) 10 FM 195 Paris, Texas, spoke in opposition of the petition. Mr. Crisp stated that his property has 2 houses between his house and the subject property. Ile states the owner did a wonderful job of clearing the Subject property and would make a wonderful home site for a single-family home. Mr. Crisp stated. that a quadraplex would be out of character for this area. Linda 'Ferry, 7085 Wendy Ln. Paris, Texas, spoke in opposition of the petition. Ms. Terry states she is a recent widow and she would not feel as safe if what is proposed is built. Ms. Terry states she hopes this area will remain as private homes. Wes Darnell, 5080 FM 195 Paris, Texas., spoke in opposition of the petition. Mr. Darnell states he has lived on his property for 26 years and the subject property is next door to his property. He states lie is concerned about the sewer, utilities, traffic and property values going down. Mr. Darnell states the lot is barely large enough for a single-family home much less multiple -family homes. Bentley Greb, 5290 FM 195 Paris, Texas, spoke in opposition of the Petition. Mr. Greb states they are approximately 215-220 feet away from the subJect, property but they are opposed to, multiple -family hornes. lie states they been there fifteen years. Mr. Greb states he is a real estate agent and there a several beautiful lots for sale already zoned multi -family or has the potential for multi-thillily. Marybeth Burns, 7033 Heather Ln. Paris, Texas, spoke in opposition of the petition. Mrs. Burns states that she and her husband's property backs up to the subject property and they are opposed to any change that would allow multi -family housing. They purchased their property 24 years ago so they could raise their children in a peaceful and quiet area where they could roam the almost 3 acres. Mrs. Burns stated she is concerned with a lot of pavernent, for parking, noise, traffic getting on and offof FM 195, crowding and crime with lots of people coming and going. She states she does not know how a septic system would work for the subJect property. Mrs. Burns further stated there are no other MUlti-fiarnily homes in that area, She states she has a huge concern with loss of property value. Sherri Maggi, 7250 Wendy Ln Paris, Texas, spoke in opposition of the petition. Ms. Maggi states she has resided there for thirteen years. She further states she has a small daughter and she is concerned about safety. Ms. Maggi states that most apartments require tenants to sign a six-month or one-year lease. So you may or may not have the same neighbors. Ms. Maggi Would like the board to vote against this petition. Martha Hickman, 5 125 Amherst Ct. Paris, Texas, spoke in opposition of the petition. Ms. Hickman states she purchased her property in 2002 from Mr. Donald Lewis after it became a part of the City of Paris because they wanted the amenities they had at their previous residence, She further states that in 2004 Mr. Lewis deeded any undeveloped land in their subdivision to their horneowners association so in addition to paying taxes on her personal lot, she also pays her fair share of taxes on the undeveloped land along with the other property owners, Ms. Hickman states a duplex, triplex or quadraplex would have a negative impact on their development. Two individuals spoke in favor of the petition. tach Michael, property owner ol'5040 Farni Road 195 and owner olAzact'I"herapy on NE Loop 2,86, spoke in favor of the petition. Mr, Michael states he has two therapists that did not conic to Paris because they Could not find housing. He had one therapist that came and left because she was, put on a waiting list for months. Mr. Michaels states lie has a letter from one of his therapists that was on waiting list for five months that drove 120 miles each day for work. Mr. Michael states that therapist has moved into an apartment complex for senior citizens and he is not a senior citizen. Mr. Michael asks that the board and citizens would consider approving the petition. Mr. Michael further stated his original plan. was for a single-family home as an investment property but he was approached by an investor interested in purchasing the lot to split it tip for three single-family homes. Mr. Michael states that prompted hiiii to think about adding adequate housing :for his employees. fie further states his proposal is for an upscale, brick, triplex lionle facing the road, with the quadraplex off the back of the property, Mr. Michael states it would potentially be a gated community of 7 units. fie further states he understands safety concerns and the need for housing in the City of Paris. Mr. Michael states lie hopes the board Would consider approving the petition. Commissioner Arjunialid Hashmi asked City staff if the property could be divided into three properties for single family homes. Carla Easton, City Engineer states that we haven't checked for that and would need to see if three separate properties would meet our zoning requirement as well as how the properties would be developed, Ivan Garcia, resident of Continental Village Apartments, spoke in favor of the petition. Mr. Garcia stated he is one of the athletic trainers that had trouble finding housing when he moved from Ft. Worth in late July 2017. fie states had it not been for a coworker that allowed him to live with them for two months he would have not been able to accept the job and live in Paris. Mr. Garcia gave four scenarios of other coworkers that have had similar experiences with difficulty finding housing in the City of Paris. Mr. Garcia asks the board to consider approving the petition. Public hearing was, declared closed. Motion was made by Keith Flowers, seconded by Chad Lee to deny the petition. Motion carried 6-0. Motion was made by Ar.jumand Hashini, seconded by Chad Lindsey to bring John Lee back into the meeting. Motion carried 6-0. E. Consideration q1'and action on the Pinal Plat cif Lots 28, 29, 30, 31, 32, 33 & 34, Block A, Stone Ridge Addition Phase 8, located in the 4600 Block ol'Boulder Lane, Carla Easton, City Engineer reviewed the final plat with commissioners. Motion was made by Keith Flowers, seconded by John Lee to approve the filial plat. Motion carried 7-0. 7. Discussion regardingpolential nes t, inulti-Plex diielling unit zoning. Alan Efrussy, Planning Manager discussed potential new multi-plex dwelling unit zoning options with the board members. The commissioners provided feedback to city staff' with exploring option 2. The general consensus of the board is to leave the 2F zone intact. ArjUmand Hashmi requested discussion items for future agendas: city email addresses to receive electronic packets, for city staff to come Lip with innovative ideas to work with PEDC or have one of the PEDC members attend the Planning and Zoning Commission meetings; discuss eliminating the downtown parking requirement and an online checklist. for pre -approval of applications. 6.
