1. Meeting Called to order at 12:32 pm on 'Tuesday, December 19, 2017 by Chairman of
the Board of Commissioners, Gary Savage.
2. Having all five Board Members present, a quorum, Mr. Savage thanked and welcomed
everyone to the meeting,
3, Citizens' Forum Opened - No one at the meeting chose to speak. Forum closed.
4. Minutes from the September 19, 2017 — Ms. Cherry mentioned 3 items: 1) total redo of
406 GWH bathroom and that the receipt said there was a change from a shower to a bath
and the receipt was from 2015 and the problem was in 2017, 2) the recording has been
turned over to Mrs. Ruthart on Saturday 12/16, and 3) why did the Housing Authority go
to the Paris Retirement Village to transport them to hotels. Ms. Ruthart explained that
flooding is a 24 emergency when the tenants are standing in water and that the PHA had
to help the Section 8 tenants that were involved. Mr. Savage said this should only be for
corrections of the minutes and that this needed to be discussed later in the meeting.
Minutes were approved with a motion made by Mr. Dangerfield and seconded by Ms.
Cherry. Passed 5-0.
5. UNFINISHED BUSINESS: None
6. NEW BUSINESS:
A.a. Occupancy Report — Waiting lists for PH and Section 8, Demographic Reports, and
Vacancy Reports were all presented to the Board.
b. Financial Report — presented bank statements and charts from the accountant for PH
and Section 8. Also, a copy of the letter to Dr. Ben Carson regarding the lowering of flat
rents was also presented to the Board. The day after the letter was sent to Dr. Carson, a
AM*A PTH notice came out from HUD with instructions on how to apply for Flat Rent
Exceptions.
c. FYE 6/30/2017 Audit Report was submitted to the Board of Commissioners with no
findings and no, material weaknesses. Ms. Cherry asked if it was a HUD audit. Ms.
Ruthart explained that he was an individual CPA and HUD gives them the guidelines of
what to focus on. Ms. Cherry asked for the Auditor's name and phone number.
d. There was a fire at 501 Booker, T Washington Homes, PHA has reccived 2 bids for
repairs to that unit. The tenant was not hurt. Ms. Cherry and Mr. Savage suggested that
bids be itemized with costs on each item.
e,, Commissioner Training - Ms. Ruthart gave the Commissioners information on training
options, There is a free online training from HUD called Lead the Way and THA offers
onsite training, Mr. Savage said he would prefer online training especially if it is free and
meets the needs.
f. Maintenance Truck Accident - car being worked on carne rolling down the: owner's
driveway and ran into our Maintenance Truck. The owner of the car has no insurance.
g. PHA received a Kudos letter about the work that Ms. Pridemore has, done on housing
Houston displaced victims due to the hurricane. The PHA has currently housed 5 victims.
h. Longevity Bonuses for PHA employees including Executive Director - Motion made
by Ms. Nickerson and seconded by Mr. Haynes, Passed 4-1 Ms. Cherry voted against it.
Discussion from Ms. Cherry regarding why did the PHA need to use the housing
authority vehicles at Paris Retirement Village and did the PHA pay for the hotel charges.
Ms. Ruthart responded by saying yes and the charges were taken from the Paris
Retirement Village's HAP payment and that the PHA does have records to reflect that.
7. RESOLUTIONS: NONE
8. No further business or questions, a motion for adjournment was made by Ms.
Nickerson and seconded by Mr. Savage. Motion passed 5-0. The meeting was adjourned
at 1:111 pm.

Minutes -.—The board was given a few, minutes to read the January minutes, A motion to approve was made by
Mark Pankaj, seconded by Tony Corso. Motion, passed unanimously.
Financials were presented by Greg, Wilson, a motion to approve the financials was made by Chafflee Johnston,
seconded by Bryan Hargis. Motion passed unanimously.
Becky Semple presented a funding request for Half de Paris Marathon on March 3. They asked for $2500,00. Due
to the, funding guidelines a motion to approve $1425 was made, by Bryan Hargis, seconded by Tony Corso, Motion
passed unanimously.
Becky Semple presented a funding request for Paris Main Street Winefest on April 14. They asked for $2500-00.
Due to the funding guidelines a motion to approve $2500 was, made by Renee Harvey, seconded by Chadlee
Johnston. Motion passed unanimously.
Becky Semple presented a funding request for Mad Mlax Run on April 14. They asked for $2500.00. Due to the
funding guidelines a motion to approve $1175 was made by Charley Lewis, seconded by Chadlee Johnston.
Motion passed unanimously.
Becky Semple presented a funding request for 2018 Dixie Static, Softball Tournament, July 13-17. They asked for
$2500.00, Renee Harvey made a motion to approve $1750 now and to give them $12500 if the final evaluation
shows proof of $2,500.00 in sponsorships received. This motion was seconded by Bryan Hargis, Motion passed
u!nanimousiy.
Greg Wilson spoke regarding, the new events committee. This committee consists of Becky Semple, Greg Wilson,
Chance Abbott, Brandon Bell and Julia Trigg Crawford. They came up with lots of ideas and look forward to
making some, contacts. Siome, of the events included Bloggers convention, Box Car races, downtown slide, monster
truck convention and possibly becoming the square dance capital of Texas.
We are continuing to market and promote Paris and Lamar County to attract meetings and events to be held in
Paris. We have been working extensively on our Website and updating our Social Media to attract more viewers to
see all the great assets we have here in Paris and Lamar County.
