The following members were present.- David Hamilton,, Louise Hagood, Jerry lianing,
Deanna Manning and Chris Fitzgerald
The following members were absent: Marilyn Smith
Also present was Carla Easton, City Engineer; Stephanie Harris, City Attorney and
concerned citizens.

Motion was made by Louise Hagood, seconded by Deanna Manning to approve minutes
for the December 5, 2017 meeting, Motion carried 5-0.
3, Public hearing to consider of card take action on the petition oj'Michelle Gilc,5, on Lot 10,
11, 12A, Block 176, being located at 451 SW 3rd Street,
The, petition requested a variance of Section 11.5-3 (b)(1)(a) of' the Fence Ordinance which
provides as follows:
(b) Fence heights:
(1) Front yard, nce requirements,
a. No fence shall be permitted in the front yard with the fol lowing exceptions:
1. On lots zoned historic overlay district (HD) and in accordance with the design
standards adopted by the historic preservation commission.
ii. On lots in excess of two (2), acres in size which are used for single-family
residential purposes,
ill. On lots which are zoned and used for Ll or HI purposes,
The applicant is proposing to install a front yard fence at 451 SW 31" Street. This property is not
located in the historic overlay district, the lot does not exceed two (2) acres and is not zoned for
industrial purposes. The applicant is requesting a variance to allow a front yard fence at 451 SW 3"1
Street,
Additionally, the petition requested a variance of Section 11.5-3 (b)(1)(c) of the Fence Ordinance
which provides as follows:
(b) Fence heights:
(1) Front yai-clfienee requirenients,
c. In residentially zoned areas, 110 fence over forty-two (42) inches in height above the
average grade of the yard shall be perinitted from the front building line to the street
right-of-way line.
The applicant is proposing to install a forty-eight (48) inch front yard fence. The applicant Is
asking for a six (6) inch variance in height.
Public hearing was declared open.
One individual spoke in favor of the petition,
Larry Giles, 451 SW 3" Street, Paris, Texas, spoke in favor of the petition. Mr,
Giles stated that he wants to get a picket fence installed for the beautification of his
home and for security to keep people from walking across his yard. Mr. Giles states
that the picket fence panels he wants to purchase from Home Depot are forty-eight
(48) inches in height and he does not want to cut six (6) inches off Mr. Giles
presented the board with a picture of the proposed picket fence.
No one spoke in opposition.
Public hearing was declared closed.
Motion was made by Jerry Haning, seconded by Deanna Manning to approve the
forty-eight (48) inch front yard picket fence. Motion carried 5-0.
4. Public hearing to consider of take action on the petition qfLesily Goodman vara Lot 38,
Block 70-B, being located at 420 NE 1bra' &reet.
The petition requested a variance of Section 9-501 (1) of the Zoning Ordinance which provides
that "A Two -Family District (2F) requires a ininirrium 25 foot front yard Setback line," The
applicant is seeking a 9 foot setback from the property line in order to construct a 12' x 21' cat -port.
The carport would be approximately 16 feet from the back of the curb.
Additionally, the petition requested a variance of Section 13-101(b) of the Zoning Ordinance
which provides that "There shall be a side yard not less than three (3) feet from any side lot line.
The applicant is seeking a I foot variance for the side yard. The proposed carport would be:
approximately 2 feet from the side lot line.
Public hearing was declared open.
One individual spoke in favor of the petition.
Lesily Goodman, 504 Cedar Street, Paris, Texas spoke in favor of the petition. Mr.
Goodman states that lie purchased this, property in 2015 and worked on it for a year and a
half He states they have done major improvernents. Mr, Goodman states this is a rental
property and lie would like to install a pre -fabricated carport for a handicap tenant. Mr.
Goodman states lie does not have enough room to place the carport on the side of the
home.
No one spoke in opposition of the petition.
Public hearing was declared closed.
Motion was made by Chris Fitzgerald, seconded by Louise Hagood to approve a 9 foot
setback from the property line with a I foot variance for the side yard to construct a
12':c l' carport. Motion carried 5-0.
