Chairman Dux called the meeting to order at 4:02 p.m. 2. Approval of minutes from previous meeting (March 14, 2018) Chairman Dux noted a typo on page 2 to be corrected; the minutes were approved by acclamation. 3. Consideration and action on 255 1" SW- replacement garage doors - Mike Kennedy presented the project in the place qf'Man4n Gorley. He explained a new business is moving into the building, and there was a need to rehabilitate building by replacing the existing garage doors made ql'mismatched sheet metal. The proposed doors are being fabricated to replicate the original garage doors on the building. The will be constructed with in kind materials of wood, metal and glass. The commission reviewed pictures of proposed doors, original doors, and the location where the new doors will be hung. Chairman Dux asked the commission ifthey had a)ay other questions, and calledfir a motion. Commissioner Emmite made a motion to approve the Certificate QI'appropriateness as presented, motion seconded by Commissioner Coyle, motion carried 5. Mr. Kennedy asked the commission if he could add an addendum. Ile explained there was a large door opening on the south side wall ofthe building. The opening been filled in with bricks at some time in the past. The owners would like to remove the brick and replace the opening with another door that will be fabricated exactly like the doors proposed in the current Certificate qfoppropriateness. Commissioner Dux asked the commission if they had any questions and called for a motion. Glee made the motion to add the addendum to the approved of the Certificate qI'appropriateness,/br approval, Commissioner Hider seconded, inotion carried 5 -- 0. Consideration and action on 21 Clarksville ST- Addition of door -Keith and Janet Green Mrs. Green presented the project. She./urther explained the buildings thew owned were originally three separate buildings, but had over time been connected on the inside. The.y care.} r interested in reestablishing the properties into three separate buildings. The proposed door is needed for the project, as currently there is only a window. Thefizqade is not original to the structure. Chairman Dux asked the commission if there were any questions, and called for a motion. Commissioner Coyle made the motion to approve the addition qf'the door to 21 Clarksville. Seconded by Commissioner Hider, Motion carried 5-0 4, The commission reviewed pictures of the structures located at 1.249 W Henderson and 1233 W Henderson, Chairman Dux opened thefloor.for questions. [fearing none, a motion was made by Commissioner Alarid acknowledged the structures cannot be rehabilitated, designated on the National Register qI'llistoric Places, or as a recorded Texas H(storie Landmark, or eligible as historic property as designated b the City Council of Cit Qf. Y Y Paris. The motion was seconded ky Commissioner Emmite, and the motion carried 5 - 0. 5. The commission heard a detailed presentation by City Manager John Godwin on the Vacant Building Registry. Mr. Godwin asked the commission for feedback. Chairman Dux asked if this was,/br the downtown buildings, and ifthe fees could be earinarkedjbr incentives./or downtown buildings, and Mr. Godwin explained this was ' f6r the ft downtown commercial buildings, and the idea to use the fees as incentives to help property owners was the plan. Commissioner Hider asked why this couldn "I pertain to residential properties in the Historic District, since this is an area that the city is trying to protect. Commissioner Hider says he lives on Church Street and there are. four houses on Church Street that are vacant and rotting. He would be in favor of doing the some thing in the Church Street residential area. Commissioner Dux noted that there is a considerably larger percent of vacant properties in the commercial district. Mr, Godwin saidfir now, this is only included the commercial district. Commissioner Alarid said he didn't have an issue with the property ordinance, but asked where it would kick in because some conditions such as tax credits, getting permits, or dealing with cell phone towers takes time. Commissioner Alarid explained he understood xf someone i,vas'n't doing anything,, and would be fine, but process that take time he is concerned about. Mr. Godwin said special considerations could be granted for conditions such as historic tax credits because of the length Qf time it takes to get them in progress, Commission Dux asked if this onlyI ' W applied to a vacant building, Mr. God in explained that a vacant building is one that is not being used. Chairman Dux said one -",,ithoutpecple in it, and Mr, Godwin said ,yes,. Mr. Dux asked about the insurance requirement, and shouldn't be requiredfi)r occupied buildings as well. Mr. Godwin stated it isincluded .for protection of'the public, Commissioner Dux asked �f there was a penaltyfir those who do not have insurance, and Mr. Godwin said there would be. Commissioner Alarid said that sometimes it is hard to obtain insurance and this is his concern since he had a rool'collapse due to excessive water, Commissioner Hider stated that liability insurance is different that./ull coverage properly insurance, and wasn't the same if a roof is leaking. Commissioner Dux noted that it the requirement was for property damage and bodily injury, and this protects adjacent properly owners and people. Commissioner Hider noted that liability insurance is pretty inexpensive. Mr. Godwin suggested a list be developed of companies who will insure oldbuildings. Commissioner Emmite asked ifthe registry would be required Y'theproperty includes a plan to restore, Mr. Godwin repliecl, yes it would, and the registration includes t -i restoration plan as a component. In, other words, if a properly was being developed and is vacant, it would still be required to be registered until occupied. Chairman Dux said he wanted to note that Historic Preservation does have a positive impact on the community, and the Historic Preservation Commission does work hard to preserve the buildings. But at the same time there are others buildings deteriorating, and this is counterproductive to their efforts. It was his recommendation to endorse the vacantproper4� registry, Commissioner Cq-yle said he did like the idea of allowing the vacant property registry not to kick in until' the first qfthe year to allow owners who are looking. for insurance and creating their plan to have time to do needed research, and get design renderings, Commissioner Dux was interested in developing a list of'those persons who do dy .ferent type of' work on a historic building such as glazing windows, repointing brick, and repairing other .features that are deteriorating, as the resources can be hard to.find. Mr. Godwin said it would be good idea to develop a list of'the people who are available to do specialty work. Commissioner Dux asked if the commission wanted to vote to endorse the Vacant, Propeqy Registry. Commissioner Coyle inade the motion to endorse the Ordinance, seconded by Commissioner Hider, Motion carried 5 — 0. 6. John Godwin made a presentation of TIRZ incentives for downtown. Mr. Godwin explained the details and requirements ql'the Tax Increment Reinvestinent Zone rTIRZ) and how it is to be use to incentivize blighted areas. The premise is, developing a redevelopment zone, determine the starting bench mark, developing a plan for improvement, and capturing of the taxes for the special district above the bench mark and use thein .for public improvement. No taxes raised, no new money, butfiinds are reallocated for public improvement for the designated blighted area. There are qualification, plans, boundaries, specific time periods, creation of board that will approve the project plans, and the pay back plan option with TIRZ bonds, municipal bonds, loans or reimbursement to the developer. Mr, Godwin took time to answer the commissioner's question and provide any clarification. After much discussion, Commissioner Hider made the motion to endorse the creation qfa TIRZ" district: to the City Council lfor downtown, seconded by Commissioner Alarid, Motion carried 5 -- 0 7. Design Standard Adoption: Chairman Dux asked the Commission if there were any other items that need to be considered in the Paris Historic District Design Standards bqtbre they were recommended to council to adoption. Commissioner Hider made the motion to ask City Council to adopt the Paris Historic District Design, Standards ivith the recommended changes as developed 'Y b the review committee.
