Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, May 14, 2018. The meeting will be held at the City Council
Chamber, 107 E. Kauffiian Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personnel appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meetings on April 23 and May 7, 201.8.
6, Receive reports and/or minutes from the following boards and commissions:
a. Housing Authority Board (3-20-2018)
b, Paris Public Library Advisory Board (3-28-2018)
c, Airport Advisory Board (3-15-2018)
d. Paris Economic Development Corporation (2-15-2018)
e. Paris Board of Adjustment (4-3-2018)
f, Planning & Zoning Commission (4-17-2018)
g. Main Street Advisory Board (4-10-2018)
7. Receive the 2016-17 Comprehensive Annual Financial Report.
8. Approve the Final Plat for Oak Creek Business, Park No. 2, City Block 319.
9, Approve the Final Plat for Our Lady of Victory Catholic Paris Addition, City Block 311.
10. Authorize final payment in the amount of $55,,864.08, close out the contract with B. Bray
Construction for the TxCDBG Dickson and Orange Street briprovernents, and accept
improvements,
Regular Agenda
11. Discuss and act on a Resolution canvassing the returns for the General Municipal
Election held on May 5, 2018, for Council Districts 2, ,3 and 6, Declaring the Winner in
said Election; Acknowledging the Results of Prior Council Action Declaring the
Candidate as Elected to office for Council District 1, as a result of having been
Unopposed for Election to Office; Declaring the Tcrrns of Office; Making Other Findings
and provisions related to the subject; and providing an effective date.
12. Recognition of outgoing Council Members for their service.
13. Issuance of Certificate of Election; Administer Statement of Elected Officer to Council
Members; and Adirunister Oath of Office to newly elected Council Members,
14. Election by City Council of Mayor and Mayor Pro Tem. to serve the City of Paris for the
next year.
15. Discuss and act on an Ordinance authorizing the issuance of a solid waste collection
perrnit to Bradley Pennington d/b/'a County Trash Service LLC.
16. Discuss, receive public comment and act on a Parks, Recreation and Open Space Master
Plan Update.
17. Discuss and authorize the City Manager to execute a contract for professional services
with Toole Design Group, to develop the Downtown Visioning, Plan for an amount not to
exceed $90,005.00.
18. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
19. Adjournment.
