RESOLUTION NO. 97-056
WHEREAS, the City Council of the City of Paris did heretofore, in Resolution No. 87-
097, authorize an application to be made to the Office of the Governor of the State of Texas,
through its Criminal Justice Division, for a Texas Narcotics Control Grant; and,
WHEREAS, thereafter, Grant No. DB-88-B02-2806, entitled Regional Controlled
Substance Apprehension Program/2, was awarded and accepted on April 10, 1989; and,
WHEREAS, the City Council of the City of Paris did heretofore, in Resolution No. 89-
057, authorize an application for an extension of the Texas Narcotics Control Grant awarded as
Grant No. DB-88-B02-2806; and,
WHEREAS, thereafter, Grant No. DB-88-B02-3035, entitled Regional Controlled
Substance Apprehension Program/3. was awarded and accepted on August 14, 1989; and,
WHEREAS, the City Council of the City of Paris did heretofore, in Resolution No. 90-
011, authorize an application for the Texas Narcotics Control Program, 1990 Grant; and,
WHEREAS, thereafter, Grant No. DB-90-B02-3503, entitled Regional Controlled
Substance Apprehension Program/3, was awarded and accepted on May 14, 1990; and.
WHEREAS, the City Council of the City of Paris did heretofore, in Resolution No. 91-
022, authorize an application for the Texas Narcotics Control Program, 1991 Grant; and,
WHEREAS, thereafter, Grant No. DB-91-B02-4231. entitled Regional Controlled
Substance Apprehension Program/5, was awarded and accepted on May 13, 1991; and,
WHEREAS, the City Council of the City of Paris did heretofore, in Resolution No. 92-
009, authorize an application for the Texas Narcotics Control Program, 1992 Grant; and,
WHEREAS, thereafter, Grant No. DB-92-B02-5066, entitled Regional Controlled
Substance Apprehension Program/6, was awarded and accepted on May II, 1992; and,
WHEREAS, the City Council of the City of Paris did heretofore, in Resolution No. 93-
034, authorize an application for the Texas Narcotics Control Program, 1993 Grant; and,
WHEREAS, thereafter, Grant No. DB-93-B02-06102, entitled Regional Controlled
Substance Apprehension Program, was awarded and accepted on May 14, 1993; and,
WHEREAS, the City Council of the City of Paris did heretofore, in Resolution No. 94-
021, authorize an application for the Texas Narcotics Control Program, 1994 Grant; and,
WHEREAS, thereafter, Grant No. DB-94-B02-07431, entitled Regional Controlled
Substance Apprehension Program, was awarded and accepted on June 9, 1994; and,
WHEREAS, the City Council of the City of Paris did heretofore, in Resolution No. 95-
015, authorize an application for the Texas Narcotics Control Program, 1995 Grant; and,
WHEREAS, the City Council of the City of Paris did heretofore, in Resolution No. 96-
132, authorize an application for the Texas Narcotics Control Program, 1997 Grant; and,
WHEREAS, the Office of the Governor of the Stale of Texas has issued its Grant A ward,
entitled "Regional Controlled Substance Apprehension Program, Grant No. DB-97-N04-1059I ,"
for the year beginning June 1, 1997, and ending May 31, 1998, in the amount of $328,076.00,
requiring local matching funds of $109,361.00 divided between five entities, with the City of
Paris's share of matching funds being $21,872.20, for a total project cost of $437,437.00; and,
WHEREAS, acceptance of the same must occur within forty-five (45) days of the date of
said award, which occurred on May 1, 1997; and,
WHEREAS, it is deemed to be in the best interests of the citizens of Paris that the City
of Paris accept said Grant Award and continue to suppress drug activity in and around the City
of Paris; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL 01<' THE CITY 01<' PARIS, that the
Regional Controlled Substance Apprehension Program Grant No. DB-97-N04-10591, in the
amount of $328,076.00, requiring local matching funds of $109,361.00 divided between five
entities, with the City of Paris's share of matching funds being $21,872.20, for a total project cost
of $437,437.00, be, and the same is hereby, accepted; and,
BE IT FURTHER RESOLVED, that the City Manager of the City of Paris, Michael E.
Malone, be, and he is hereby, authorized and directed to execute, on behalf of the City of Paris,
the Grant Acceptance Notice under the terms and conditions and in the form shown in Exhibit A,
attached hereto.

The approved budget is reflected in the attached Approved Budget Summary. This grant
is subject to and conditioned upon acceptance of the Governor'. Criminal Justice Plan
for Texas (Plan) promulgated for this specific program fund (referenced above) through
the Office of the Governor, Criminal Justice Division. Applicable special conditions
are contained in the Plan or cited below. Total project costs must be accounted for
in accordance with the Uniform Grant and Contract Management Standards and the Plan.
GRANTEE REQUEST FOR FUNDS
All grantee requests for funds shall be submitted to CJD, to the attention of the
Accounting Department, in accordance with the instructions provided by CJD and shall be
in the form required by CJD. Requests for funds will not be honored until all special
conditions outlined on the statement of Grant Award and that required action on the part
of the grantee have been satisfied.
Fl1TURE FUNDING
Approval of the above-referenced grant does not commit the Governor's Office to future
funding. Any such funding shall be determined by the state plan or guide under which
application mar be made, br all applicable policies and procedures ~romulgated by the
Governor's Off~ce, Crimina Justice Division, and/or federal 9uidel~nes, and by the ap-
propriation of funds.
GRANT ADJUSTMENTS
Grantee shall submit written requests for grant adjustments, as required br the appli-

EQUIPMENT REVIEW AND APPROVAL
Applies to Fund 421 & TNCP
Prior to obligating or expending grant funds for equipment purchases in excess of$15,000, grantee shall
submit the following documentation to the Criminal Justice Division for review and approval.
1. Documents must be transmitted by a letter signed by the authorized official named in the
grant or by the person designated in the "Grantee Acceptance Notice" to initiate grant
. adjustments.
2. A brief narrative description of the procurement procedures used.
3. An unequivocal statement of which low compliant bid was selected.
4. A list of vendors requested to bid or respond.
5. A copy of the public advertisement.
6. A copy of the Request for Proposal (RFP) or the Invitation for Bid (lFB) with bid
specifications.
7. One copy of the awarded bid. All other responses will be kept on file by the grantee.
8. . Bid tabulation sheet.
9. When a grantee does not accept the apparent low bid, a description of the selection process
used to select the successful bidder, with a copy of the evaluation of all proposals. The
transmittal letter must state the reasons why a bid is rejected when a higher bid is selected.
10. A copy of sales/purchase contract, if applicable.
A grantee, must at a minimum, comply with its own procurement procedures and state statutes (Local
Govenunent Code).
Requests for proposal or invitations for bid issued by tbe'grantee'ot asubgrantee to implement the grant
or subgrant project are to provide notice to prospective bidders that' the cm organizational conflict of
interest provision is applicable in that contractors who de,velop or draft specificatiOns, requirements,
statements of work and/or RFPs for a proposed procurement shall be excluded from bidding or
submitting a proposal to compete for the award of such procurement.
State agencies using the purchasing services of the General Services Commission are to exempted from
submitting bidding documentation to cm for review and approval prior to purchasing equipment. This
requirement is especially important when only one compliant bid is received.
