1997-053-RES WHEREAS, "FIRST RESPONDER" ORGANIZATION IS A GROUP OR ASSOCIATION OF CERTIFIED EMERGENCY MEDICAL
RESOLUTION NO. Q7-n~,
WHEREAS, a "First Responder" organization is a group or association of certified
emergency medical services personnel that, working in cooperation with a licensed emergency
medical services provider, provides immediate on-scene care to ill or injured persons but does not
transport those persons; and,
WHEREAS, the Texas Department of Health has promulgated rules permitting and
encouraging "First Responder" organizations; and,
WHEREAS, it is in the best interests of the citizens of the City of Paris and the County
of Lamar who are served by the City of Paris Emergency Medical Service that such Emergency
Medical Service act as the licensed transporting provider for "First Responder" organizations
within its jurisdiction in order to encourage the establishment of such organizations; NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, that the
City of Paris, by and through its Emergency Medical Service, shall act as the licensed transporting
provider for "First Responder" organizations within the jurisdiction of such Emergency Medical
Service; and,
BE IT FURTHER RESOLVED, that City Manager of the City of Paris, Michael E.
Malone, be, and he is hereby, authorized and directed to execute, on behalf of the City of Paris,
cooperative agreements with qualifying groups or associations desiring to form "First Responder"
organizations within the jurisdiction of the City of Paris Emergency Medical Service.
