1997-051-RES WHEREAS, TEXAS AUTOMOBILE THEFT PREVENTION AUTHORITY PROVIDES FUNDING
RESOLUTION NO. 97-051
WHEREAS, the Texas Automobile Theft Prevention Authority provides funding for
automobile theft prevention grants; and,
WHEREAS, the Texas Automobile Theft Prevention Authority is providing a one-time
supplemental enhancement grant; and,
WHEREAS, the City Council of the City of Paris is desirous of processing a supplemental
enhancement grant application for additional equipment in the amount of $19,021.34, with no
matching funds required; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS:
I. That an application be made to the Texas Automobile Theft Prevention Authority for
a Supplemental Enhancement Grant in the amount of$19,021.34, with no matching funds required.
2. That Michael E. Malone, City Manager of the City of Paris, be, and he is hereby,
appointed as the Authorized Official of said project and is authorized and directed to execute, on
behalf ofthe City of Paris, the application for grant in the form attached hereto as Exhibit A and the
grant acceptance notice at such time the grant is awarded.
3. That Karl Louis, Chief, Paris, Police Department, be, and he is hereby, appointed as
Project Director and is authorized to execute and deliver, on behalf of the City of Paris, all reports,
communications, assurances, and documents necessary for the completion of said project.
4. That W. E. Anderson, Director of Finance, be, and he is hereby authorized and
directed to serve as the Financial Officer for said project and to receive and distribute funds for the
purpose of purchasing additional equipment for the Automobile Theft Prevention Program.

The Paris Auto Theft Task Force consists of two investigators who work 100%
of their time on auto theft and we are applying for the supplemental grant. Listed
below are the items we are requesting and the justification for each item.
1. The desktop computer is requested so that it would allow both
investigators to complete and enter reports into the City Network
System more efficiently.
2. The VIN etching machine would make it possible for our unit to do the
etchings and HEAT registrations at the same time.
3. A copy machine is needed for our daily work as our unit is located in
a separate building from the Police Department.
4. A 35mm camera is needed to replace an outdated camera that parts are
not available.
5. An audio intelligence system is needed because some of the agencies
we assist do not have the equipment. The Paris Police equipment is
being used by other divisions at times when we need it.
