The following members were present: Tim Bullock, Anna Spencer, Tim Marks, Jimmy
Noble, Daniel Roach and Matt Birch. The following members were absent: Ray Ball,
Also present: John Godwin, City Manager; Jerry Richey, Airport Manager; Lance
Nicholson, Engineer Technician; Triniti Frazier, Community Development Coordinator;
Michael Paris, PEDC Director and Paula Portugal, City Council Liaison.
2. Aj)proval oftninulesftoin the meeting (,)f'Allarch 15, 2018,
A motion to approve the minutes was made by Jimmy Noble and seconded by Tim
Marks. Motion carried 6-0.
3, Discussion regarding delinquent hangar rentals.
Triniti Frazier, City staff reported there are no delinquent hangar rentals at this time.
4. Discussion regarding develolnnent 0121,)ortunities.
Michael Paris. Executive Director for the Paris Economic Development Corporation
states a prospect came into town about a month and a half ago.. This prospect flew in the
India Airforce and is now representing a large equity group out of India looking at
establishing a flight school out of Cox Field. They want to train local Pilots here and out
of India as well. They went out to the airport and met with Jerry Richey. Mr. Paris states
lie entertained commuter traffic that would be competing with Tyler, Longview and
Texarkana- Mr. Paris states American Airlines said because of the shortage of pilots it's
just harder to go into a smaller area like Paris. They talked about the capacity that Cox
field has and type of aircraft that could be useful for small commuter traffic. The equity
group wanted to access the demand in this area via survey and they are looking for at
least one thousand responses. Mr. Paris further states he had the prospect meet with Dr.
Parn Anglin, Director of Paris Junior College to discuss what type of collaboration could
exist between the Junior college and the flight school. Mr. Paris states his leads with the
National Business Aviation Association has fizzled out and it's time to get back to talk to
them. He believes that Cox field could be a nice landing space for international travel and
for fuel but we need to look at sonie other airports and look at the possibility on how we
compete and what our ideas are.
5. Discussion regarding the new hangar conwruclionpi*oject.
John Godwin, City Manager informed the board that not niuch has changed, There has
been a punch list that the contractors are chipping away at. It has been a poor project as
far as timeliness and quality. TXDo,r is displeased with the contractor but they are still
managing the project it's just incredibly slow. They will get it done. Mr. Godwin states
fie spoke with a prospect interested in building a hangar at Cox Field that would be a
privately owner hanger and possibly sublet it.
Partner of Quality Care Emergency Room states when lie was looking to lease a hangar
at Cox Field there were several hangars and it just seemed difficult to lease or buy. it
seemed it would be beneficial to the City to have hangar availability for people that live
outside of Paris or have to come back and forth to do business here. He has discussed
with some of his investors the possibility of building several hangars. Ile is currently
number twenty-eight on a waiting list so there is a need,
6. Disciission regarcling, the 2018 Paris b7y,-In,
John Godwin, City Manager states the last meeting is coming up the first week of May.
The event is on for May 12, 2018. Advertising has begun. Mr. Godwin re-empliasized
this is a Fly -In on a smaller scale but still expect a good crowd. There will be food
vendors, static displays and remote control airplanes.

8. Adjournment.
A motion to adjourn was made by Tim Marks and seconded by Jimmy Noble. Motion
carried 6-0.
