Standards Commission Meeting to order at 3:30 P.M. Roll was called. A. The following members were present: Sally McEwin Johnny Norris Ben Vaughan Mike Folmar Ken Kohls B. Staff present: Robert Talley Larry Wright Clyde Crews Debra Burge C. Others present: Lewis Clark Carol Rooks Cathy Goodrum Sue Lancaster 2. Approval of minutes from previous meeting. (March 19, 2018) Motion made by Ben Vaughan, seconded by Sally McEwin to approve minutes. Motion carried unanimously. 5-0 3. Public Hearing to consider presentations by City of Paris, Code Inspectors and owner(s) and/or lien holder(s) of the below properties who, have been given notice of a violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures;" Article 11 of Chapter 17, entitled "Control of Weeds, Junk, and Other Objectionable, Unsightly, or Unsanitary Matter of Private Premises;" Chapter 1-6 of the Code of Ordinances of the City of Paris, Paris, TX: D. 503 & 519 E17udor; City Block 72, Lot 6, 7, 8 Owner: Charles Burton & Lewis Clark, c/o Louise Clark, 305 Birch St, Hendrix OK 71741 Robert Talley stated owner is present. Case deals with junk and rubbish; structure is OK at this point. Junk vehicles and parts. Brush and litter. As of today, vehicles have been moved by owner, Spoke today with owner; fie will continue to clean tip and remove brush, Owner was unaware of condition of property, Robert Talley's recommendation: Declare a nuisance. All junk, rubbish, and brush be removed within 60 days or city has the right to do so. Owner is in agreement with this recommendation. Vehicle, vin numbers will be attached to these orders to prevent vehicles from being moved to another lot within the City. Louis Clark, 305 Birch St, Hendrix OK, Will complete getting it cleaned up. Commission questions. Q Is this a residence with a current tenant? A No. Q - And it's not a car repair business'? A - No,. Q - Is trailer in picture on the property? A - Yes; not in violation, but owner also wants it removed, Motion was made by Mike Folmar, seconded by Ben Vaughan to accept Robert's recommendation. Motion carried unanimously. 5-0 E. 1.233 W Henderson; Fuller-Dohoney Addition Block B, Lot I Owner: Cathy Goodrum, 233 CR 34954, Po,wderly TX 75473 Robert Talley stated owner is present. Missing and deteriorated wood along front; roof covering beginning to peal up. Unsecure, Inside ceiling material has fallen in; hole in roof. Robert Talley's recommendation: Declare nuisance, demo within 30 days or city has right do so. Cathy Goodrum, 233 CR 34954, Powderly'I'X. Been trying to sell property for several years. Had intended to repair, but realized the wood was eaten up, with ten-nites. Have been out of town for several years. Have someone who might be willing to tear down house for deed to property. Should know within a week. If not, will allow city to demo. Motion was made by Johnny Norris, seconded by Ben Vaughan to accept Robert's recommendation. Motion carried unanimously. 5-0 C. 315 24'" SE; Brookside Addition Block 2, Lot 450' of N100' of 8, 9 All 112,13 Owner. Jaynes Edward & Carol Ann Rooks, 2025, Bella Vista, Paris TX 75460 Robert Talley stated owner is present. Front porch beginning to collapse. Carport beginning to collapse; holes in roof, Wood rotted and deteriorated. Unsecure; front door wont close due to foundation damage. Have discussed options, with owner, and agreed recommendation below is best option, Robert Talley's recommendation: Demo of carport and repair of front porch and foundation within 90 days, or back to BSC. Carol Rooks, 2025 Bella Vista, Paris TX Property belonged to parents, who are both deceased. Wanted to sell property, but brother wanted to work on it. Brother is now passed away, and didn't realize how bad the property had gotten. Carport condition is recent. Inside is still in good condition. (Robert Talley agreed; inside is in good condition.) Commission questions. Q - Is carport attached to house? A -'Yes, but could be removed without damaging the house. Q --- Can we get the property secured? A - Yes. Q Is roofing of carport continuation of house roofing? A No; it was an addition. Motion made by Johnny Norris, seconded by Sally McEwin to accept Robert's recommendation. Motion carried unanimously. 5-0 A. 1604 Pine Bluff, Pine Bluff Addition Block 2, Lot 17 Owner: Rizma Flashrni, 4510 FM 195, Paris TX 75462 Robert Talley stated this property has been before BSC in the past. Owner agrees needs to be demoed. Had signed right of entry to demo, went to HPC, and right of entry has expired. Deterioration along front, unsecure, deterioration along roof, foundation damage, bottom plate is damaged in more than I place. Has termite damage. Hole in roof House separating on side due to foundation, Robert Talley's recommendation: Declare a nuisance,, demo house and garage within 30 days or city has the right to do so. Commission questions. Q Will HPC pull the orders again? A Won't go back to I-4PC. Motion was made by Ben Vaughan, seconded by Sally MIcEwin to accept Robert Talley's recommendation. Motion carried. 5-0 B. 1953 Pine Bluff; City Block 227-E, Lot 4 Owner: Dario Rodriguez, 4025 Oleander, Paris TX 75462 Robert Talley stated complaint received by phone. Believe owner has recently passed away. Someone signed for certified letter, but signature not legible and no name printed on card. Caller said they had been inside building, but (Talley) wasn't able to gain access, so could not confirm. Deterioration of roof, but no exterior roof holes. Broken windows, but exterior does not justify derno. Robert Talley's recommendation: Repair roof and secure structure within 60 days, or back to BSC. Commission questions. Q — Who's going to get notice? A Will still go to owner since it's in his nanie. Motion was made by Mike Folmar, seconded by Ben Vaughan to accept amended recommendation. Motion carried unanimously. 5-0 F. 1249 W Henderson; Full e r,- Dohoney Addition Block A, Lot N PT of 2 Owner: Windel Ray Miles Sr., 1249 W Henderson, Paris TX 75460 Robert Talley stated no contact with owner, Trucks parked beside house, but no answer and no electric service to house. Vehicles don't seem to have been moved. Roof line deteriorated, holes. Missing and deteriorated wood along front porch, carport, and rear of house. Robert Talley's recommendation: Demo within 30 days or city has right to do so. Commission questions. Q What would happen to items on property if house is dernoed? A — Items usually end of disappearing when houses get demoed, Q — Are vehicles on the property? A — Yes, Q — What happens to those vehicles? A — Will work separately with the Code Enforcement officer. Motion was made by Johnny Norris, seconded by Ben Vaughan to accept Robert's recommendation. Motion carried unanimously. 5-0 4. Code Enforcement update., No houses torn down in March, due to, weather. So f this nionth, 2 properties have been demoed by owners. Suiumer, is best. Should get caught up, Sue LaDcaster -- Children's Hospital demo, did it have asbestos? Noticed a lot of dust coming, from it. Robert'Falley said he would get with the Permit Dept, to ask them, 5.
