1997-141-RES WHEREAS, CITY COUNCIL DID HERETOFORE ON THE 9TH DAY OF OCTOBER 1997 . . RESOLUTION NO. 97-141 WHEREAS, the City Council of the City of Paris did heretofore, on the 9th day of October, 1997, in Resolution No. 97-123, approve the re-advertisement for bids for furnishing plant, labor, materials, and equipment and for performing all work required for the "PLUM STREET 1900 BLOCK SURFACE WATER RUNOFF POLLUTION AND FLOOD MITIGATION PROJECT," TXDOT Project No. CSJ 0901-29-905, which bids were received until 10:00 o'clock a.m., Wednesday, November 5, 1997; and, WHEREAS, the best bid for such construction was made by Hilliard & Sons Contractors, Inc. of Paris, Texas, and it should be awarded the bid for such construction following formal Texas Department of Transportation concurrence; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, that the bid of Hilliard & Sons Contractors, Inc. for the "PLUM STREET 1900 BLOCK SURFACE WATER RUNOFF POLLUTION AND FLOOD MITIGATION PROJECT ," TXDOT Project No. CSJ 0901-29-905, in the amount of $148,670.00, be, and the same is hereby, accepted and let following formal Texas Department of Transportation concurrence, conditioned upon said contractor meeting all of the terms and specifications included in the bid documents. However, so that the new Main Street Manager could divide his duties/airly, the City of Paris has taken the initiative of hiring a Recreation Supervisor, This individual began her duties on December I, 1997 She will handle most of the administrative responsibilities dealing with the parks and recreation department from this point, I l~ . , ,~ 7. What successes and failures did you have in your previous Main Street program? The initial program was well received by the public, We received a great deal of press coverage and praise for the project in the early 80's, The project motivated several property owners and merchants to take a stance on preservation of their respective facilities. However, merchant pride, education and teamwork perhaps took a turn for the worst, Most merchants had their own agendas and ideas about the jii/ure of Paris and the Central Business District. We failed to have any long term goals or agenda of our own jor the project to succeed in the city of Paris. Therefore, the program vanished with very liale trace of any project ever taking place. This is the reason we have chosen to enter the program again with education as a primary goal. This is only our opinion of what took place, Most of the merchants, property owners and city employees have changed over the last 10-15 years, However the few that are still around, agree there was no true drivingfiJrcefor the project or goals created between the merchants or property owners at the time. i' 1\ \ ,/ , ,~ 'II Area 1- The Central Business District or Tarvet Area This area is made up of the original 50 acre endowment of George Wright and the surrounding "downtown" which was considered to be a multiple resource area. This arl1a. while containing some of the oldest structures in town, generally dates from thejire of 1916 and is a great repository of 1920'.1' American commercial architecture. 1 have included photographs of several structures.
