RESOLUTION NO.
97-146
WHEREAS, the City Council of the City of Paris did heretofore, on the 7th day of April,
1997, in Resolution No. 97-032, authorize an application to be made to the Texas Department of
Housing and Community Affairs for the Homebuyer Assistance Fund Grant under the Texas Home
Investment Partnership Program; and,
WHEREAS, the City Council of the City of Paris did heretofore, on the 9th day of October,
1997, in Resolution No. 97-119, accept the Homebuyer Assistance Fund Grant in the total amount
of $260,000.00, with the City of Paris providing a matching contribution of $21 ,250.00; and,
WHEREAS, one of the requirements of said grant is the establishing of a fair housing policy;
and,
WHEREAS, the City Council of the City of Paris is committed to a policy of non-
discrimination and equal opportunity in housing; and,
WHEREAS, each member of the City Council has taken an oath to uphold the Constitution
and laws of the United States and of this State and of this City, which include Title 8 of the Civil
Rights Act of 1968, known as the Fair Housing Act, amended in 1988 by Executive Order 11063,
and the City Council has not and does not intend to violate either their oaths or the laws of the
United States; and,
WHEREAS, Chapter 10, Article II, of the Code of Ordinances of the City of Paris provides
a policy prohibiting housing discrimination, and it would be appropriate that an additional fair
housing policy be adopted as the same relates to the Homebuyer Assistance Program; NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, that the
following fair housing policy be, and the same is hereby, adopted as the same relates to the
Homebuyer Assistance Program:
I, Individuals and families will not be discriminated against in their housing choices or in
access of housing services on the basis of race, color, sex, religion, handicap, national origin,
or familial status.
2. The City of Paris is committed to the goals of affirmative marketing which will be
implemented in the specific steps outlined as follows:
A. Ensuring that all potential applicants and the general public have access to Federal
Fair Housing Laws and Affirmative Marketing Procedures through the following
outreach methods:
1. Informing the general public and potential applicants through news releases,
print ads, public service announcements (PSA), or other means throughout
the target area served by the City of Paris' s Homebuyer Assistance Program.
n. Posting available information in public places, including application centers.
Such should be posted in advance of application periods and maintained
throughout the period,

D. Record keeping - The City of Paris will keep records of the following:
1. Demographic information of applicants for services. This information is
included on Housing and Urban Development (HUD) and Texas Department
of Housing and Community Affairs (TDHCA) set-up and close-out forms.
11. Copies of advertisements, scripts of PSAs, and schedules and locations of
when and where these are disseminated.
111. Copies of brochures, flyers, and other program materials which reference the
Homebuyer Assistance Program.
iv. Dates, notices, and attendance records from public outreach meetings, if any,
v. Copies of memorandums of agreement (MOA) with any organization enlisted
to provide outreach services, if any.
VI. Identification of special population and procedures used to inform this
group(s).
C, Assessment and Reporting Requirements - The City of Paris will assess it's outreach
and affirmative marketing efforts and report its results to TDHCA at the close of the
contract period. This will include:
1. A list of outreach methods.
11. An assessment of the success or failure of these methods.
iii. Corrective action to improve affirmative marketing if unsuccessful.
