BACKGROUND: 'The City of Paris began the Northeast "Fexas Auto Theft Task: Force, with the
assistance of Auto Burglary and Theft Prevention Authority, in September of 1994. Since that
time, for 24 consecutive years, the City of Paris has been approved in continuing with the Task
Force tinder this grant. There are two Paris police detectives assigned to the Task Force paid for
by this grant. 'These officers are allowed to investigate auto thefts and auto burglaries in a
number of counties in the Northeast Texas area. Many times, criminals operate beyond
Jurisdictional lines.
STATUS OF ISSUE: The ABTPA has decided to continue the grant at last year's numbers
without submitting a grant application. The total amount of the grant for 2018/2019 is
$149,474.00 including a cash match of $41,667.00 from the city. Council has to approve the
extension of the grant and authorize the manager to complete certain documents. 'Fhe ABTPA
requires a resolution from the governing body for the grant continuation.
BUDGET: The grant application will require a $41,667.00 cash match in the 2018-2019 police
department budget.
RECOMMENDATION. Motion to approve a resolution authorizing the extension of the grant
to the Automobile Burglary and Theft Prevention Authority for continuation of the Northeast
Texas Auto Theft 'Task Force and authorizing the City Manager to execute all necessary
documents.

WHEREAS, the Texas Automobile Burglary and Theft Prevention Authority
("ABTPA") provides funding for automobile theft, prevention grants; and
WHEREAS, under the provisions of the Texas Revised Civil Statutes Article
441.3(,37) and Texas Administrative Code Title 43, Part 3, Chapter 57, entities are eligible to
receive grants from the Automobile Burglary and Theft Prevention Authority to provide
financial support to law enforcement agencies for automobile theft enforcement teams and
to combat automobile burglary in the jurisdiction;: and
WHEREAS, the City of Paris began the Northeast Texas Auto Theft Task Force, with.
the assistance of Auto Burglary and Theft Prevention Authority, in 'September of 1994, and
since that time, for 24 consecutive years, the City of Paris has been approved to continue
the Task Force under this grant; and
WHEREAS, there are two Paris police detectives assigned to the Task Force paid) for
by this grant who are allowed to investigate auto thefts and auto burglaries in a number of
counties in the Northeast Texas area so as to work cases on criminals who operate beyond
jurisdictional lines; and
WHEREAS, the ABTPA adopted rules this year that allow for a grant extension in
place of a formal grant application process; and
WHEREAS, the City Council of the City of Paris desires to extend the Automobile
Burglary and Theft Prevention Grant entitled ®Northeast Texas Auto Theft Task Force"
project as described in the City of Paris Grant Application for Fiscal year 2018 attached
hereto as Exhibit °"A" beginning September 1, 2018 and ending August 31, 2019, in the
amount of $149,474.00 including a cash match from the City totaling $41,667.00 in the
2018-2019 Paris Police Department Budget, and to continue the existing Auto Theft Task
Force and to hereby authorize the City Manager to execute the necessary documents; and
WHEREAS,, the City Council of the City of Paris, Texas has agreed) that in the event of
loss or misuse of the grant funds, the City of Paris, Texas assures that the grant funds will
be returned in full to the Automobile Burglary and Theft Prevention Authority;
PIOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS, THAT:
Section 1. The findings set out in the preamble to this resolution are hereby in all
things approved.
Section 2. The City Manager of the City of Paris, Texas is designated as the
Authorized Official to authorize all necessary documents to extend the grant from the
Automobile Burglary and Theft Prevention Authority Grant Program.
Section 3. The Police Chief of Paris, Texas is designated as the Program Director
and the City Finance Director is designated as the Financial Officer for this grant.
Section 4. That this resolution shall be effective from and after its date of
passage.
