1997-133-RES WHEREAS, UNDER THE PROVISIONS OF THE ANTI-DRUG ABUSE ACT OF 1988 (PUBLIC LAW 100-690) . . RESOLUTION NO. 97-133 WHEREAS, the Office of the Governor, Criminal Justice Division, through the Ark-Tex Council of Governments, provides funding for "Violence Against Women Act" grants; and, WHEREAS, the City Council of the City of Paris is desirous of processing a grant application for a "Violent Crimes Against Women Unit Project," at a total cost of$91,161.00, with $71,006.00 to be provided by grant and $25,155.00 to be provided by the City of Paris in the form of in-kind services; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS: 1. That an application be made to the Office of the Governor, Criminal Justice Division, through the Ark- Tex Council of Governments, for a "Violence Against Women Act" grant in the amount of $71 ,006.00, being approximately 74 % of the estimated cost of the "Violent Crimes Against Women Unit Project," with the City of Paris providing $25,155.00 in the form of in-kind services, 2. That Michael E. Malone, City Manager of the City of Paris, be, and he is hereby, appointed as the Authorized Official of said project, and that the execution by the City Manager of the application for said grant, the form of which application is attached hereto as Exhibit A, on the 3rd day of October, 1997, be, and the same is hereby, ratified. 3. That Karl Louis, Chief, Paris Police Department, be, and he is hereby, appointed as Project Director and is hereby authorized and directed to execute and deliver, on behalf of the City of Paris, all reports, communications. assurances, and documents necessary for the completion of said project. 4. CJD-4 Issued 7/96 Page 2 together in their assigned areas of expertise to conduct case intake, investigations and follow up activities with local prosecutors, probation/parole officers and rehab counselors to help in the reduction of these crimes. The Violent Crimes Against Women Unit will work together in the City of Paris to help educate the citizenry with domestic violence reduction programs, more vigorous prosecution of the offenders and making available the known resources for both the victims and the offenders in an effort to break this cycle of violence. With the police and battered women's representatives working together, we should be able to reduce crimes of this type. This project will use the Uniform Crime Report and data compiled by the Paris Police Department Records Division and the statistics kept by Family Haven (976 victims sheltered in 1996) to measure the impact and effectiveness of the Violent Crimes Against Women Unit. The goal of the Crimes Against Women Unit is to reduce total crimes against women/domestic violence by ten percent (10%). Hopefully we will also reduce the return visits by victims at the women's shelter by ten percent (10%).
