2018-014 Approving Submission of an Extension of an Automobile Burglary and Theft Prevention GrantWHEREAS, the Texas Automobile Burglary and Theft Prevention Authority
("ABTPA") provides funding for automobile theft prevention grants; and
WHEREAS, under the provisions of the Texas Devised Civil Statutes Article
443
(37) and Texas Administrative Code Title 43, Part 3, Chanter 57, entities are eligible to
receive grants from the Automobile Burglary and Theft Prevention Authority to provide
financial support to law enforcement agencies for automobile theft enforcement teams and
to combat automobile burglary in the jurisdiction, and
WHEREAS, the City of Paris began the Northeast. Texas Auto Theft Task Force, with
the assistance of Auto Burglary and Theft Prevention Authority, in September of 1994, and
since that time, for 2.4 consecutive years, the City of Paris has been approved to continue
the Task. Force under this grant, and
WHEREAS, there are two Paris police detectives assigned to the Task Force paid for
by this grant who are allowed to investigate auto thefts and auto burglaries in a number of
counties in the Northeast 'Texas area so as to work eases on criminals who operate beyond
jurisdictional lines, and
WHEREAS, the ABTPA adopted rules this year that allow for a grant extension in
place of a formal grant application process; and

amount of $149,474.00 including a cash match from the City totaling $4:1,667.00 in the
2018-2819' Paris Police Department Budget, and to continue the existing Auto Theft Task.
Force and to hereby authorize the City Manager to execute the necessary documents, and
WHEREAS, the City Council of the City of Paris, Texas has agreed that in the event of
loss or misuse of the grant funds, the City of Paris, Texas assures that the grant funds will
be returned in full to the Automobile Burglary and Theft Prevention Authority,
be returned in full to the Automobile Burglary and Theft Prevention Authority;
NOW1 THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE C'ITY OF
PARIS, TEXAS, THAT:
Section 1. The findings set out in the preamble to this resolution are, hereby in all
things approved.
Section 2. The City Manager of the City of Paris, Texas is designated as the
Authorized Official to authorize all necessary documents to extend the grant from the
Automobile Burglary and Theft Prevention Authority Grant Program.
Section 3. The Police Chief of Paris, Texas is designated as the Program Director
and the City Finance Director is designated as the Financial Officer for this grant.
Section 4. That this resolution shall be effective from and after its date of
passage.

Personnel: The Senior Detective will be in charge ofthe day to day operations ofthe Auto Theft
Task Force and shall be subject to the direct supervision ofa Lieutenant within the Criminal
Investigations Division of the Paris Police Department and within the Department?s Chain of
Comrnand up to the Chief of Police, The Senior Detective will be subject to such orders as the
Chief of Police or his designee may prescribe, not inconsistent with the laws on the State of
Texas or the mandates of the Texas, Automobile Theft Prevention Authority grant.The Senior
Detective shall devote 1(p0% of his tirne to official duties, unless granted leave by the Chief'of
Police or his designee.
The Senior Detective's responsibilities shall bc:

this conference. This is our only planned travel for this grant cycle. The travel policy for the City
of Paris, which will be the travel policy of the Northeast Texas Auto Theft Task Force.is as
follows: $0,56.5 per mile. Task force vehicles are typically used for this travel and mil I eage will
not or should not apply.
