John Godwin, City Manager discussed background stating Gary Weatheread is asking r -or a
change in zoning frorn Single -Family Residential to Commercial for currently vacant land
located at 1375 20"' Street Northeast, The Subject property is located on the north side of
20'r' and has residential uses on the South and east sides. Properties to both the West and
north are zoned Commercial, reaching to and encompassing Loop 286. The site includes
6.885 acres, of which all but 1.86 acres are in the flood zone. Mr. Weatheread is
proposing to build a shop of approximately 2,,000 square feet on the site, which is beside
his existing home. Mr. Godwin states based on the neighboring properties and the proposed
use, we believe this zoning change is appropriate and can provide additional
non-residential development space in a non -harmful manner and location. Because of the
flood zone in the back, it is functionally too narrow to permit any extensive residential
development; residential directly on 20"' itself would add more driveways opening into a
bus), state FM highway. The City recommends to the city council a zoning change from
SF -2 Residential to Commercial.
Public hearing was declared open.
No one spoke in favor or opposition.
Public hearing was declared closed.
Motion was made by Chad Lindsey, seconded by Keith Flowers to approve the zoning
change. Motion carried 4-1 with James O'Bryan in opposition.

Carla Easton, City Engineer reviewed the preliminary plat background and status Of jSSUe
with commissioners,
BACKGROUND: Mr. Marx OlTutt owns Lot 7 of City Block 77 located 459 1" Street
NE. The property is currently zoned Commercial District (C) and is vacant. The owner is
proposing to construct an auto detail shop on the lot. Water and sewer services are
available to the property.
STATUS OF ISSUE: The owner has submitted a preliminary and final, plat of the
property. It appears that the plats comply with the City of Paris Subdivision regulations,
subject to the following revisions.
I. Provide a site plan identifying available utilities, site access points, fire lanes,
building setbacks, curb and gutters, and storm drainage needs.
2. Note the location and finished floor elevations of all proposed Structures.
2. Provide grading/drainage plan.
4. Install curb and gutters along Booth Street and I" NE as part of the site
development..
5. Replace the existing, broken sidewalk along I" NE.
The developer has requested that the Curb., gutter and sidewalk requirement be waived on
all adjacent streets. The Code of Ordinances states in the Subdivision Regulations Under
Section VIII. Design ofIrnprovernents A. Curb and gutter shall be constructed monolithic
with the concrete pavement in accordance with section 29-57 of the City of Paris Code of
Ordinances. It shall be constructed along both sides of all streets, and avenues within the
subdivision and along the subdivision's side of all boundary streets. The cost of this work
will not be subject to any participating aid by the City. Considering that the adjacent
sidewalk sections are not contitILIOUS or ADA compliant, it is recommended to remove the
existing sidewalk and grade the parkway along I st NE to, accommodate a future sidewalk
project in the area.
Carla Easton states the City recommendation is to approve the preliminary plat subject to
the noted revisions, consider the request to waive the curb and gutter requirement, and if
waiver is granted, approve the final plat.
Commissioner Flowers asked if curb and gutter were on both sides of the street. Carla
Easton responded that there is no curb and gutter- On I" Street. There is Curb and gutter near
N. Main along Booth St. but not in this general vicinity,
Mr. Offitt addressed the coin rni ss ioners stating he wants to build a 30x6O shop to detail
cars and there is not Curb and gutter anywhere along that street.
Commissioner O'Bryan states lie sees there is existing curb and gutter there that is
overgrown and not maintained. Mr. O'Bryan states his thought :is to meet the applicant
halfway in order to promote commerce and business by requesting lie install Curb and
gutters along Booth Street and not required along I" N E.
Motion was made by Keith Flowers, seconded by John Lee to approve: the Preliminary Plat
excluding revisions 94 and #5. Motion carried 3-2 with James O'Bryan and Chad Lindsey
in opposition.

Carla Easton, City Engineer reviewed the Replat background and status Of issue with
commissioners.
BACKGROUND: Jesse Brown owns Lots 2B & 3B Block '9 of Sperry's First Addition
located at 2851 Bonham Street. Mr. Brown has been approved for the ]--Ionic
Rehabilitation Assistance program through the Texas Department of Health and
Community Affairs. Once an applicant is approved fior the program the house that they
currently live in will be demolished and a new brick home constructed oil the property.
The Property is Currently zoned Single Family Dwelling District 2 (SF -2),

are going to rebuild on the site plan are they exempt ftorn the City Ordinance oil tree
removal. Carla Easton states if there are concerns she coordinates with the City arborist
Bill Loranger to see if there's something that we need to mitigate on-site.

commissioners.
BACKGROUND: Mattie Polk owns Lots I & 2, Block I of'W.E. Campbell Addition
located at 1104 12"' St SE. Mrs, Polk has been approved for the Home Rehabilitation
Assistance program through the Texas Department of Health and Community Affairs.
Once an applicant is approved for the program the house that they currently live in will be
demolished and a new brick home constructed on the property. The property is currently
zoned Two Family Dwelling District (2F).
STATUS OF ISSUE: 'I."he owner has submitted a replat of the property. Water and
sewer service is available along 12"' Street SE. ROW is dedicated for both 12'r' Street SE
and Cedar Street. It appears that the plat complies with the City of Paris subdivision
regulations and zoning ordinance with the following revision,

with commissioners.

Burns has been approved for the Horne Rehabilitation Assistance prograrn through the
Texas Department of Health and Community Afflairs. Once an applicant is approved for.
the prograrn the house that they currently live in will be demolished and a new brick home
constructed on the property. The property is Currently zoned Two Farnily Dwelling
District (2F).
STATUS OF ISStJE. The owner has Submitted a preliminary plat and a filial plat of tile
property. Water and sewer service is available along 3'd Street NW. 5 foot of ROW is
dedicated along 3 rd NW. It appears that the plat complies with the City of Paris
subdivision regulations and zoning ordinance.

BACKGROUND: David and Nancy Leeks own Lot 15 City Block 88 located at 705 5'h
NW, They have been approved For the Honie Rehabilitation Assistance prograrn through
the Texas Department of Flealth and Col"111111.1nity Affairs. Once an applicant is, approved
for the prograrn the house that they currently live in will be demolished and a new brick
home constructed on the property. The property iScurrently zoned Two Family Dwelling
District (217).
STATUS OF ISSUE: The owner has submitted a preliminary plat and a filial plat of tile
property. Water and sewer service is available along 5"' NW and Shiloh. A 5 foot
right-of-way dedication is required along both 5'a' St NW and Shiloh streets. The lot
dimensions do not meet the minimum required by the Zoning Ordinance area regulations
for lot depth, lot width, and lot area. Prior to final approval of the lot, the owner should
seek a variance for these minimum requirements from the Zoning Board of Adjustment.
Upon approval Of substandard lot dimensions, the plat will comply with the Subdivision
regulations and zoning ordinance.
Carla Easton states City recommendation is to approve the preliminary and final plat.
