05/01/2018 MinutesMINUTES SPECIAL MEETING CITY OF PARIS BOARD OF ADJUSTMENT CITY OF PARIS - CITY HALL COUNCIL CHAMBERS CONFERENCE ROOM PARIS TEXAS TUESDAY MAY 1 2018 12:00 O'CLOCK P.M. 1. The Board of Adjustment meeting was called to order by David Hamilton, Chairman at 12:02 p. m. The following members were present: David Hamilton, Louise Hagood, Deanna Manning, Jerry Haning and Chris Fitzgerald The following member was absent: Marilyn Smith Also present was Carla Easton, City Engineer and concerned citizens. 2. Approval of minutes from previous meetings. (April 3, 2018) Motion was made by Deanna Manning, seconded by Louise Hagood to approve minutes with spelling revisions for the April 3, 2018 meeting. Motion carried 5-0. Revisions included changing "suite" to "suit" and "verses" to "versus" under item three in the paragraph of Lynn Hood speaking in favor of previous variance. 3. Public hearing to consider and take action on the petition of Eddie Clement, on Lots 10 & 11, City Block 250, being located at 2350 North Main Street. The petition requested a variance of Section 28-4 (b) (3) of the Sign Ordinance which provides as follows: Section 28-4: Permanent Signs (b) Detached Signs (3) Detached signs shall not exceed thirty (30) feet in height above the highest adjacent roadway surface. The applicant is proposing to construct a sign with a height of fifty (50) feet. The applicant is requesting a variance of twenty (20) feet to allow the construction of the sign. Public hearing was declared open. One individual spoke in favor of the petition. Eddie Clement, 2350 N Main St, Paris, Texas, spoke in favor of the petition. Mr. Clement presented photos showing the view of proposed sign from thirty (30) and fifty (50) feet. From thirty (30) feet, facing the Loop, the vision is obstructed by competition Whataburger and Catfish King's signs. Whataburger's sign being measured at approximately fifty (50) feet and Catfish King's at approximately thirty (30) feet. Facing the opposite direction, towards the hospital, at thirty (30) feet the vision is obstructed by the tree line. From fifty (50) feet the sign would be better visible from the Loop and above any surrounding tree lines. Mr. Clement also mentioned that previously the same variance was granted for McDonalds. No one spoke in opposition. Public hearing was declared closed. Motion was made by Chris Fitzgerald, seconded by Jerry Haning to approve the twenty (20) foot height variance. Motion carried 5-0. 5.
