WHEREAS, the Housing Authority of the City of Paris, under the Comprehensive Grant
Program (CGP), is required to submit an Annual Statement and Five-Year Action Plan to the
Department of Housing and Urban Development by July 15, 1997; and,
WHEREAS, the CGP requires the execution of the Local Government Statement, attached
hereto as Exhibit A, as part of such submission, and it is deemed appropriate that Michael E.
Malone, City Manager of the City of Paris, as Chief Executive Officer of the unit of local
government, be authorized to execute the same; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, that
Michael E. Malone, City Manager of the City of Paris, be, and he is hereby, authoTized and
directed to execute, on behalf of the City of Paris, the Local Government Statement, attached
hereto as Exhibit A, as a part of the Annual Statement and Five-Year Action Plan for the
Comprehensive Grant Program (CGP) for the Housing Authority of the City of Paris.

consistent with the appropriate governing body's assess-
ment of its low-income housing needs and that the
appropriate governing body will cooperate in providing
resident programs and services; and

3. The HA's proposed drug and crime elimination activities
are coordinated with and supportiveoflocal strategies and
neighborhood improvement programs, if applicable.
Under the Cooperation Agreement, the locaJ/tribal gov-
ernment is providing public services and facilities of the
same character and to the same extent to Public and Indian
housing as are furnished to other dwellings and residents
of the locality. Where additional on-duty police are being
funded under the Com prehensive Grant Program. such
police will only provide additional security and protective
services over and above those for which the local/tribal
government is contracrually obligated to provide under
the Cooperation Agreement.
