MINUTES OF THE REGULAR MEETING
OF THE
BUILDING AND STANDARDS COMMISSION
MONDAY, MAY 219 2018
3:30 P.M.
1. Johnny Norris called the Building and Standards Commission Meeting to order at
3:30 P.M.
Roll was called.

2. Approval of minutes from previous meeting. (April 16, 2018)

Motion made by Ben Vaughan, seconded by Mike Folmar to approve minutes with
change. Motion carried unanimously. 4-0
3. Public Hearing to consider presentations by City of Paris Code Inspectors and
owner(s) and/or lien holder(s) of the below properties who have been given notice of
a violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris,
Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures;"
Article II of Chapter 17, entitled "Control of Weeds, Junk, and Other
Objectionable, Unsightly, or Unsanitary Matter of Private Premises;" Chapter 1-6
of the Code of Ordinances of the City of Paris, Paris, TX:

Robert Talley stated property has hole in roof, overgrown vegetation, carport has
collapsed due to tree falling onto it. Deterioration along eave of house is spots.
Spoke with current owner today and she wants to repair structure. Lives about
150 miles away, and won't be able to start work until mid-June. Already has
people lined up for clean-up and repair work. Will focus on roof first. Told her
we could give a maximum of 90 days, and possible extensions if progress is being
made.
Robert Talley's recommendation: Declare nuisance, repair with 90 -days or
back to BSC.

A — All debris removed, hole in roof patched, ensure roof covering is secure.
This will put structure in the dry. Repair or remove carport.

Q — Given Robert's recommendation, is that something you think you can get
done within 90 days?
A — Have a brother in Houston needing health assistance, but plan on getting help
lined up to get started.

Robert Talley stated this is the parking lot to the First National Bank building.
Illegal fence. Section 11.5-3, Section 7 of City Ordinance lists "prohibited
materials." Material being used is wire with safety tape attached to it. Section
11.5-5, Part I addresses fencing permitting requirements. No permit has been
pulled for this property. Complaint was called in as it was being installed. We
approached Mr. Stan Fults, who was constructing the fence, and told him he
needed to stop, He refused and. was issued a stop work order by the Building
Official. Continued with installation. Was told he would be written a ticket.
Section 11.5-9 states removal of illegal fencing must be brought before BSC.
Robert Talley's recommendation: Declare a nuisance, remove -fence within
30 days, or City has the right to do so.

Q — Why does owner want it there?
A — Doesn't want adjacent restaurant customers parking there.
Q — Why didn't they just put up no parking signs?
A —That was done in the past, but again, did not meet Code requirements.
Stephanie Harris — Mr. Fults has pled not guilty to the fine. Believe it's on a
jury docket, which is once a month. Status is it's currently in court.
Motion was made by Ben Vaughan, seconded by Mike Folmar to accept
Robert's recommendation. Motion carried unanimously. 4-0

Robert Talley stated believe house was demoed, shed remains. No contact with
owner. Unsecure, holes in sides, wood deteriorating.
Robert Talley's recommendation: Declare nuisance, demo within 30 days
or city has right do so.

Robert's recommendation. Motion carried unanimously. 4-0
C. 1025 E Houston; City Block 32-B, Lot 7
Owner: Ruby MR Williams Estate, 1907 Deepwood Dr, Round Rock TX 78681
Robert Talley stated shed is unsecure, falling apart. Pieces of roof have been
blown off. No contact with property owner.
Robert Talley's recommendation: Declare a nuisance, demo within 30
days or city has right to do so.
Motion made by Mike Folmar, seconded by Ken Kohls to accept Robert's
recommendation. Motion carried unanimously. 4-0
D. 116 10th NE; City Block 32-B, Lot 9
Owner: Ruby MR Williams Estate, 1907 Deepwood Dr, Round Rock TX 78681
Robert Talley stated no contact with owner. Dilapidated shed, unsecure, full of
junk and rubbish. Side of roof missing due to tree falling onto it.
Robert Talley's recommendation: Declare a nuisance, demo house and
garage within 30 days or city has the right to do so.
Motion was made by Ken Kohls, seconded by Mike Folmar to accept Robert
Talley's recommendation. Motion carried. 4-0
F. 2880 Bonham; Western Oaks Addition Block 1, Lot 14 & PT 15
Owner: Skylar Burchinal & Stacy Cunningham, 1301 NW Loop 286, Paris TX
75460
Robert Talley stated no contact with owners. Repair orders have been put on
structure before with previous owner. Patched a couple places on the roof,
enough to get it in the dry. Not sure when it changed ownership. Believe new
owners want to demo it, but no permit has been pulled yet. Unsecure, pieces of
roof torn off, walls completely missing, roof inside deteriorating. No power to
building.
Robert Talley's recommendation: Declare a nuisance, demo within 60 days
or city has right to do so.
Motion was made by Mike Folmar, seconded by Ken Kohls to accept
Robert's recommendation. Motion carried unanimously. 4-0
4. Code Enforcement update.
No city demos last month, primarily due to weather. Believe once it begins to dry
out, will pick up.
First National Bank building at 1St & Bonham. Pieces of parapet have fallen off.
Temporary safety fencing along sidewalk, piece was missing. Got that replaced.
Would BSC like to see property brought up for orders again?
BSC consensus is if Code Enforcement deems the property needs to be brought back
before the commission, it should.
Fire Chief addressed Vacant Building Registry ordinance recently passed by City
Council.
5. Future agenda items.
First National Bank Bldg, at 1St & Bonham.
Property owners being required to remove concrete foundations and/or steps when
house is demoed.
