1997-058-RES WHEREAS, CITY COUNCIL DID HERETOFORE IN RESOLUTION NO 96-132 AUTHORIZED
RESOLUTION NO. 97-058
WHEREAS, the City Council of the City of Paris did heretofore, in Resolution No. 96-
132, authorize an application to be made to the Office of the Governor of the State of Texas,
Criminal Justice Division, for a Texas Narcotics Control Program grant; and,
WHEREAS, thereafter, Grant No. DB-97-N04-1059I , entitled Regional Controlled
Substance Apprehension Program, was awarded and accepted on June 9, 1997; and
WHEREAS, the City Council of the City of Paris is desirous of processi ng a supplemental
grant application to Grant No. DB-97-N05-I0591 for the addition of the City of Bonham's
participation in the Regional Controlled Substance Apprehension Program, at a total cost of
$49,554,61, with $37,165.96 to be provided by grant and $12,388.65 to be provided in the form
of matching funds; NOW, THERE"'ORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY 01<' PARIS:
I, That an application be made to the Office of the Governor of the State of Texas,
Criminal Justice Division, for a Supplemental Texas Narcotics Control Program grant in the
amount of $37, 165.96, being approximately 75 % of the estimated cost of the City of Bonham's
participation in the Regional Controlled Substance Apprehension Program, with $12,388.65 to
be provided in the form of matching funds.
2. That Michael E. Malone, City Manager of the City of Paris, be, and he is hereby,
appointed as the Authorized Official of said project and is authorized and directed to execute, on
behalf of the City of Paris, the application for grant in the form attached hereto as Exhibit A.
3. That Karl Louis, Chief, Paris Police Department, be, and he is hereby, appointed
as Project Director and is authorized and directed to execute and deliver, on behalf of the City of
Paris, all reports, communications, assurances, and documents necessary for the completion of
said project.
4. That W. E. Anderson, Director of Finance, be, and he is hereby, authorized and
directed to serve as the Financial Officer for said project and to receive and distribute funds for
purposes of the Regional Controlled Substance Apprehension Program.

RESOLUTION NO. 97-059
WHEREAS, the City Council of the City of Paris did heretofore, on the 10th day of June,
1996, in Resolution No. 96-053, authorize the application for a grant under the Texas Department
of Housing and Community Affairs, Texas Home Investment Partnership Program, for the purpose
of funding the rehabilitation of owner-occupied single-family housing; and,
WHEREAS, the City Council of the City of Paris did heretofore, on the 7th day of
November, 1996, in Resolution No. 96-118, accept the grant award for participation in the Texas
Home Investment Partnership Program, Owner-Occupied Housing Assistance Program; and,
WHEREAS, the City Council of the City of Paris did heretofore, on the 7th day of
November, in Resolution No. 96-119, accept the proposal by Robert Jones, RI.M. Enterprises, for
management services under said Owner-Occupied Housing Assistance Program; and,
WHEREAS, one of the requirements of the said grant is the establishment ofa Housing
Board; and,
WHEREAS, it was necessary for such board to hold a meeting prior to the regularly
scheduled council meeting; therefore, the establishment of such board and the appointments of Rick
Hundley, Ralph Rodgers, Betty Kildahl, Crista Cherry, and Bill Montgomery thereto should, in all
things, be ratified; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, that the
establishment of the Housing Board for the Owner-Occupied Housing Assistance Program be, and
the same is hereby, ratified; and,
BE IT FURTHER RESOLVED, that the appointments of Rick Hundley, Ralph Rodgers,
Betty Kildahl, Crista Cherry, and Bill Montgomery to the Housing Board for the Owner-Occupied
Housing Assistance Program be, and the same are hereby, ratified.
