SUBJECT: PARIS REGIONAL MEDICAL CENTER TAX ABATEMENT

BACKGROUND: The City of Paris entered into a tax abatement agreement with Paris Regional
Medical Center a number of years ago to help offset a significant investment made by PRMC,
mostly at their north campus. One of the requirements of the agreement was that the south
campus would remain open in some fashion in order to prevent a large vacant building in the
center of Paris. Since the abatement was approved however, PRMC has taken prudent measures
to consolidate its operations, and has chosen not to invest in significant capital maintenance and
replacement at the south campus's very old facility. No patients are served there.
STATUS OF ISSUE: Representatives from the hospital will attend the August 27 council
meeting to report to the council about the hospital's status, and request that the existing
agreement be amended to delete further references to and requirements for the south campus.
All investments were met and exceeded at both locations, and job retention requirements were
exceeded.
BUDGET: NA.
RECOMMENDATION: Instruct the city attorney to prepare required amendment documents.
