Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, August 27, 2018. The meeting will be held at the City Council
Chamber, 107 E. Kaufinan Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personnel appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meetings on August 13, 2018 and August 20, 2018.
6. Receive reports and/or minutes from the following boards and commissions:
a. Visitors & Convention Council (8-28-2018)
b. Airport Advisory Board (7-19-2018)
c. Building & Standards Commission (7-16-2018)
d. Library Advisory Board (7-18-2018)
e. Paris Housing Authority (6-19-2018)
7. Receive July monthly financial report.
8. Receive July drainage report.
9. Receive demolition and code enforcement activity reports.
Regular Agenda
10. Discuss, conduct a public hearing, and act on a Resolution authorizing the application for
Justice Assistance Grant Program #2018 -H2893 -TX -DJ in the amount of $10,806.00, and
authorizing an inter -local agreement with Lamar County.
11. Discuss, conduct a public hearing, and act on an Ordinance considering the petition of
Scott and Kristi Hearne for a change in zoning from a One -Family Dwelling (SF2) to a
Multiple -Family Dwelling (MF2), on City Block 257-B, Lot 11-A, 0.30 acres being
located at 2531 Pine Bluff.
12. Discuss, conduct a public hearing, and act on an Ordinance considering the petition of
Mike Davidson and Kenny Dority for a change in zoning from a One -Family Dwelling
(SF2) to a Multiple -Family Dwelling (MF1), in the Stellrose Addition, Block 2, Lot 28
and part of Lot 27, 0.2190 acres being located at 741 S.E. 23`d Street.
13. Discuss, conduct a public hearing, and act on an Ordinance considering the petition of
Jim Lester for a change in zoning from a One -Family Dwelling (SF2) to Commercial (C),
on City of Paris Block 218, Lot 2, 0.1230 acres being located at 418 S.W. 13`x' Street.
14. Discuss, conduct a public hearing, and act on an Ordinance considering the petition of
Jimmy Rowland for a change in zoning from a One -Family Dwelling (SF2) to a Multiple -
Family Dwelling (MF1) in the Highland Park Addition, Block 4, Lots 7-A and 8, 0.2470
acres being located at 2015 and 2023 Culbertson Street.
15. Receive presentation, discuss and act on a Grand Theater Management Agreement.
16. Discuss the Paris Regional Medical Center tax abatement agreement and possible
amendments relating to the hospital's south campus, and provide direction to the city
attorney.
17. Discuss and act on a Resolution calling a public hearing on the City Manager's proposed
budget for fiscal year 2018-19.
18. Discuss and act on a Resolution calling two public hearings on the proposed tax rate for
fiscal year 2018-2019.
19. Discuss and confirm appointment of Del Drake to serve the unexpired term of Sims
Norment on the Civil Service Commission.
20. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
21. Adjournment.
