RESOLUTION NO. 96-037
WHEREAS, federal funds from the Statewide Transportation Enhancement Program,
provided for by the Intermodal Surface Transportation Efficiency Act of 199 I, are available for
facilities for pedestrian and bicycles, the acquisition of scenic easements and scenic or historic
sites, historic preservation, rehabilitation and operation of historic transportation facilities; and,
WHEREAS, the Texas Department of Transportation has the responsibility for
selecting and funding eligible projects within the state, and $50 million worth of projects are
expected to be funded in fiscal year 1996; and,
WHEREAS, the Kiamichi Railroad has agreed to the rehabilitation and donation of
the Paris Santa Fe - Frisco Railroad Depot to the City of Paris; and,
WHEREAS, the Paris Santa Fe - Frisco Railroad Depot will be used as a branch of
Paris' visitor information center with space dedicated to the building's and the railroad's history,
a waiting area for an existing excursion train, as a rail-head or tie-in with the Chaparral Rails
to Trails, and as a site for quaint public and private events; and,
WHEREAS, the benefits of rehabilitating the Paris Santa Fe - Frisco Railroad Depot
include this rehabilitation project taking place in a transitional neighborhood, returning a
historically public transportation facility to public use, and, through the visibility of the
building's prominent tower and its proximity to U.S. Highway 82, visitors will easily locate the
visitor information center; and,
WHEREAS, the City of Paris will place the building and grounds toward the twenty
percent (20 %) necessary match; and,
WHEREAS, a community fundraiser will be held to give residents and potential users
the opportunity to participate in the building's rehabilitation; and,
WHEREAS, the maintenance of the building will be provided through the depot's
operating budget which will be subsidized by local hotel-motel occupancy tax collections in
addition to the formation of a "Friends" group to develop a maintenance endowment managed
by the Chamber of Commerce of Lamar County, Inc. through the Visitors and Convention
Council; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS:
1. That the City Council authorizes, as nominating entity, the application for the
Statewide Transportation Enhancement Program entitled, "Paris Santa Fe - Frisco
Railroad Depot", and requests funding for the same.
2. That the City Council recommends the Paris Santa Fe - Frisco Railroad Depot project
be selected for funding through the Statewide Transportation Enhancement Program,
and commits to the project's development, implementation, construction, maintenance,
management and financing.
3. That Michael E. Malone, City Manager, be, and he is hereby authorized and directed

The City of Paris, Texas proposes to rehabilitate and operate the historic Santa Fe & Frisco Railroad Depot as a historical interstate
multi-modaltransDortation center. The project will serve as an essential enhancement 10 the transportation capabilities of thc city of
Paris. and surrounding counties. The rchabilitated building will accommodate transportation serviccs including rail. bicycles.
private cars. and pedestrians. The building has been determined to be eligible for listing on the National Register of Hisloric Places.
The site will accommodate the following activities: passcnger and visitor parking. bicycle storage. outdoor passenger wailing,
passenger train embarking/disembarking, baggage/freight loading and tlnloading. and pedestrian circulation. The 1st lloor of the
building interior will accommodate the following activities: indoor passenger waiting, ticketing, baggage & freighl check-in.
baggage storage. freight storage. public rest rooms, public telephone use, disbursing travel information from Visitor Center, selling of
travel needs and gifts from original newsstand, , and office space for transportation dispatch and administrative offices. The 2nd
lIoor of the building interior. within thc towcr. will accommodatc mechanical equipment and storage. As an enhancement to its
transportalion usage, the building will pennanently display the transportation history exhibits of Paris within the 1st lIoor Visitor
Center. Please refer to the proposed building lIoor plans in Attachment I for the exact functions of each room.
The project site is a 1.62 hectares (4.0 acre) tract ofland out of the Kiamichi Railroad's right of way. No other structures occupy Ille
site. The site contains approximately 200 meters of railroad track that connects offsite to the Kiamichi main track running north to
Htlgo. Oklahoma. The site requires no general demolition work. This onsite track is extremely valuable for Kiamichi Railroad
excursion train use. as well as for displaying historic rolling stock in Ille proper historical context.
The historic Santa Fe & Frisco Railroad Depot and site will be rehabilitated as follows: the building exterior (walls. roof. etc.) will
be restored to its circa 1910 appearance. The building interior. including the 1st floor and 2nd floor (tower) will be rehabilitated so
as to preserve, to the greatest extent possible. its original historic character. The restoration of missing historic interior finishes,
such as the original marble wainscoting. will be limited in scope so as to reduce overall project cost. The existing parking lot will be
retained as is. with the addition of handicapped parking stalls. Existing concrete passenger platforms surrounding the building and
serving the tracks will be repaired and augmented so as to include bicycle racks. as well as to provide an ADA accessible route
between the parking lot and Ille building. The provision of historically compatible landscaping. site furnishings and lighting is not
included in this scope of work and is not part of this request for ISTEA funding.
Rehabilitation work will include the removal of later additions and alterations to the building which detract from its historic
character, such as the walls in the proposed Railroad Dispatch & Administration room. as well as the reconstruction of damaged
eaves, ceilings and metal gutters.
Insofar as it docs not damage significant historical building components, a minor amount of new interior construction will be added
to accommodate new transportation uses within the building. The new construction will be compatible in size. scale, material. color
and character with the historic character of the building. New constmetion will include new toilet stall and fixtures within existing
public restrooms, new plumbing and electrical systems, new heating and cooling systems. new interior lighting......Hazardous
materials abatement will be performed for asbestos and lead paint.
All work perfomled will be in conformance with applicable provisions of the National Historic Preservation Act and in full
consultation with the Texas Historical Commission.

Quality of the Project: The rehabilitation of the Paris Santa Fe & Frisco Dcpot will bencfit both residents and regionallravelers by
simultaneously providing an efficient, regionally focused public transportation center and promoting a greater understanding of the
region's transportation history. The preserved depot will be an efficient. pleasam and functional transportation facility lhat also
enriches the historical appreciation of passengers, visilors and area residents, as wcll as through the unique and oulstanding
historical archileclural characler of the building itsclf The building will also be made available for public meetings and civic
functions and provide public educational tours to promotc understanding of the region's transportalion history and fulure.
Rehabilitation oflhe Santa Fe & Frisco Depot is the City of Paris. Texas' highest civic priority. Founded in 1837, Paris. Texas
became an importanttemlinus poinl along the Central National Road of the Republic of Texas. providing farmers and trappers
a way to ship lheir products to markets in Louisiana. Major economic developmcnl and population growth came with Ihe
devclopmenl of Paris as a rail center when lhe Texas & Pacific RR laid track into the county in 1876. 11 was followed by the
Gulf. Colorado and Santa Fe in 1877 and the Great Northern (the SI. Louis & Frisco) IN 1888. By this time, Paris had been
transformed into one of the fastest growing cities in North Texas. The Texas Midland followed in 1895 and the Paris & Mount
Pleasam in 1910.
The history of the city of Paris, Texas is inseparable from Ihe history of its railroads. The city's original rail yards included
dozens oflracks and sidings, --- depot(s). two roundhouses. machine shops. a blaeksmith's shop, a carpentry shop, storerooms &
offices. freight depots. brick yard. 100/ houses, coal houses. watchman's house. a stockyard. power house, a sandhouse. and
other service buildings. The Santa Fe & Frisco RR Depot is the city's only surviving passenger railroad building? It is one of
the city's mosl significant historic building and a major physical link to its lransportation past.
From its construction in 1910 up until just after late 1989. the Depot was a kcy component of the Santa Fe Railroad's operations
in Paris. accommodating tens of thousands of passengers. The rehabilitated building will be returned to its original use as a
much needed depot and transportation center for rail passengers. tourists and residents. This depot, considered by tile Texas
Historical Commission as one of the best railroad depots remaining in the State of Texas, is ltalianate in style with Prairie
School inJluences. Il was officially determined eligible for inclusion on the National Register of Historic Places in 1988 and will
make an excellent candidate for an official Texas Historical Marker. 11 is an outstanding example of transportation history and
the style of architeclure favored by lhe Santa Fe & Frisco Railroads and is eligible for listing on the National Register of Historic
Ptaces.
Geographie Scope: Bolh travelers and residents of Paris. Texas and the Lamar county region. as well as rail passcngers originating
in Hugo. Oklahoma will benefit from the preservation and operation of the depot as a interstate multi-modal transportation complex.
The depot currently serves as a pickup and drop 01T point for an excursion train ride from Paris. Texas, to Hugo, Oklahoma, drawing
potentially 2000 out-of-lown visitors into the Paris annually area from at least a ISO-mile radius.
How much freight will the train move through Paris? Where does most of this freight originate from?
How many visitors will the Visitor Center attraet? Where will they come from'!

Project's Transportation Enhancement Value: The rcuse of the depot as a multi-modal lransportation center will increase the

Meetings with various governmental and community groups have been held resulting in a number of written
endorsements of this proposed plan.
In addition, a steering committee has been formed comprised of representation from government, business, social
and historical groups all participating in and providing input into planning the project.
This project will be using the value of the building and its grounds to satisfY the 20% project match. In addition,
a community fund-raiser will be held to give residents and building users an opportunity to participate in the
building's rehabilitation. Certain anonymous donors have made commitments to boost the community fund-
raiser.

development of the project prior to selection by the Texas Transportation Commission and execution of federal
authorization are not reimbursable.

XII. CERTIFICATION OF FUNDING AND SUPPORT. Budget information Should be accompanied by
documentary evidence of a commitment to provide for a local match. The documentary evidence
should be in the form of a resolution or other official document that provides for a commitment of 20%
local match of funding and any other appropriate fees. This documentation should be labeled,
"ATTACHMENT 2 - CERTIFICATION OF FUNDING AND SUPPORT."
For projects within an MPO, the MPO should provide a letter stating that the project will be included in
the local Transportation Improvement Plan (TIP), if approved for funding. This letter should be labeled,

The Paris Depot and approximately 2 acres of land surrounding the depot are to be donated by Railroad
Company. In 1994, this property was valued at $155,695. it will be donated to the Greater Paris Development
Foundation, Inc.- so the owner may take advantage ofa tax-deduction and then given to the City of Paris,
