1996-036-RES WHEREAS, CITY COUNCIL DID HERETOFORE IN RESOLUTION NO 95-057 AUTHORIZED
RESOLUTION NO. 96-036
WHEREAS, the City Council of the City of Paris did heretofore in
Resolution No.95-057 authorize an application to be made to the Office of the
Governor, Criminal Justice Division for the Juvenile Justice and Delinquency
Prevention Act grant; and,
WHEREAS, the Office of the Governor, Criminal Justice Division has issued
its Grant Award, entitled, "JUVENILE JUSTICE RESOURCE OFFICERS", Grant
No. JT-95-C 1 5-09227, for the year beginning April I, 1996, ending March 31,
1997, in the amount of $55,731.00 which partially funds a project in the total amount
of $111 ,463.00, which requires a 50 % local matching contribution of $55,732.00 of
which the City of Paris and the Paris Independent School District each will provide
one-half in the form of matching funds and in-kind services; and,
WHEREAS, acceptance of the same must occur within thirty (30) days of the
date of said award which occurred on March 19, 1996; and,
WHEREAS, it is deemed to be in the best interest of the citizens of Paris that
the City of Paris accept said Grant Award and continue to improve the Juvenile
Justice and Delinquency Prevention Program in the City of Paris in the City of Paris;
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, that the Juvenile Justice and Delinquency Prevention Act grant entitled,
"JUVENILE JUSTICE RESOURCE OFFICERS", Grant No. JT-95-CI5-09227 for
the year beginning April I, 1996, ending March 31, 1997, be, and the same is
hereby, accepted.
BE IT FURTHER RESOLVED, that the City Manager of the City of Paris,
Michael E. Malone, be, and he is hereby authorized and directed to execute on
behalf of the City of Paris, the Grant Acceptance Notice in the form of Exhibit A
attached hereto.

AWARD AMOUNT
The approved budget is reflected in the attached Approved Budget Summary. This grant
is subject to and conditioned upon acceptance of the Governor's Criminal Justice plan
for Texas (plan) promulgated for this specific pro~ram fund (referenced above) through
the Office of the Governor, Criminal Justice nivislon. Applicable special conditions
are contained in the Plan or cited below. Total project costs must be accounted for
in accordance with the Uniform Grant and Contract Management Standards and the Plan.
GRANTEE REQUEST FOR FUNDS
All grantee requests for funds shall be submitted to CJD, to the attention of the
Accounting Department, in accordance with the instructions provided by CJD and shall be
in the form required by CJD. Requests for funds will not be honored until all special
conditions outlined on the Statement of Grant Award and that required action on the part
of the grantee have been satisfied.
FUTURE FUNDING
Approval of the above-referenced grant does not commit the Governor's Office to future
funding. Any such funding shall be determined br the state plan or guide under which
application mar be made, by all applicable polic>es and procedures ~romulgated by the
Governor's Off~ce, Criminal Justice Division, and/or federal guidel~nes, and by the ap-
propriation of funds.
GRANT ADJUSTMENTS
Grantee shall submit written requests for grant adjustments, as required by the appli-
cable Criminal Justice Rule contained in the Governor's Criminal Justice Plan for Texas
for this specific program fund.

AGREEMENT:
That whereas City of Paris ,
hereinafter referred to as Grantee, has heretofore submitted a grant application to the Governor's Office,
State of Texas, entitled Juvenile Justice Resource Officers
and funher identified by grant number JT-95-CI5-09227; and
Whereas, the Governor of the State of Texas has approved the gra~~Awlic'!fi~~s evidenced by the
Statement of Grant Award from the Governor's Office dated . -", which contained
certain special requirements; and
Whereas, the Grantcc desires to accept the grant award, the Uniform Grant and Contract Management
Standards, and special requirements as evidenced by the Statement of Grant Award;
Now, therefore, the Grantcc accepts the aforementioned Statement of Grant Award, the Uniform Grant
and Contract Management Standards and special requirements in the grant application and the Statement of
Grant Award as evidenced by the agreement, executed by the project director, the fmancial officer, and the
official authorized to sign the original grant application, or the official's successor, as presiding officer of
and on behalf of the governing body of this grantcc; and
Now, therefore, the Grantee shall designate either the project director or the financial officer to
coordinate and be solely responsible for submission of adjustments pertaining to both program and
fmancial elements of the application, and the POSITION authorized to submit adjustments

NON-LOBBYING CERTIFICATION:
We, the undersigned, certify that none of the grant funds, regardless of their source or character,
including local cash assumption of cost funds, shall be used in any manner to influence the outcome of any
election or the passage or defeat of any legislative measure.
A fmding that a grantee has violated this certification shall result in the immediate termination of funding
of the project and the grantcc shall not be eligible for future funding from the Governor's Office,
Criminal Justice Division.
