August 13, 2018
The City Council of the City of Paris met for a regular session at 5:30 p.m. on Monday,
August 13, 2018, at the City Council Chamber, 107 E. Kaufman, Paris, Texas.
Present: Mayor Pro -Tem: Derrick Hughes
Council Members: Renae Stone; Billy Trenado; Linda Knox; Clayton
Pilgrim; and Paula Portugal
City Staff: John Godwin, City Manager; Stephanie Harris, City

Opening Agenda
Call meeting to order.
Mayor Pro -Tem Hughes called the meeting to order at 5:30 p.m.
2. Invocation.
Pastor Richard Bolt gave the invocation.
3. Pledge of Allegiance.
Council Member Pilgrim led the pledge.
4. Citizens' Forum.
Larry Schenk, 3765 Dawn — he said it had been eleven years since there had been a cost
of living adjustment for retirees and the cost analysis reflected that Paris was one of the few
cities who did not budget a COLA for their retirees. Mr. Schenk asked Council to consider
retirees during their budget process.
Michael Glatfelter — he said American Spiral Weld was costing the tax payers $51,000
per job. He also referenced a lawsuit he filed against PEDC and the City for 2 million dollars.

He said the judge in his ruling said this case would not be pursued because Mr. Glatfelter was
not a lawyer.
Consent A Benda
Mayor Pro -Tem Hughes inquired of Council Members if they wished to pull any items
from the consent agenda for discussion. There being none, a Motion to approve the consent
agenda was made by Council Member Knox and seconded by Council Members Stone and
Trenado. Motion carried, 6 ayes — 0 nays.
5. Approve minutes from the meeting on July 23, 2018.
6. Receive reports and/or minutes from the following boards and commissions:
a. Paris Economic Development Corporation (6-29-2018)
b. Airport Advisory Board (6-21-2018)
c. Love Civic Center (5-10-2018)
d. Building & Standards Commission (5-21-2018)
e. Planning & Zoning Commission (7-7-2018)
f. Board of Adjustment (5-1-2018 & 6-22-2018)
g. Traffic Commission (6-5-2018)
7. Approve the low bids received for water and wastewater treatment chemicals to be used
in FY 2018-19.
8. Receive the 2018 tax appraisal roll from the Lamar County Appraisal District.
Regular Agenda
9. Conduct a public hearing on the submission of a Texas Community Development Block
Grant application to the Texas Department of Agriculture for reconstruction of railroad
infrastructure.
PEDC Director Michael Paris explained as part of the grant application process, a public
hearing was required. Mr. Paris said the idea was to develop the rail for American Spiral Weld.
Mayor Pro -Tem Hughes opened the public hearing and asked for anyone wishing to
speak about this item, to please come forward. With no one speaking, Mayor Pro -Tem Hughes
closed the public hearing.
10. Discuss and act on Paris Economic Development Corporation's FY 2018-19 budget.
Mr. Paris said the PEDC Board approved the budget on August 7, 2018, and then
reviewed the budget in depth with City Council.

There being no questions, a Motion to approve the PEDC budget was made by Council
Member Pilgrim and seconded by Council Member Portugal. Motion carried, 6 ayes — 0 nays.
11. Discuss the FY 2018-19 budget for the City of Paris.
City Manager John Godwin said nothing had changed since they last met, and this item
was placed on the agenda to allow for any questions. Mr. Godwin said the public hearings were
scheduled for September 4 and September 10.
12. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
No future events were referenced.
13. Adjournment.
There being no further business, a Motion to adjourn was made by Mayor Pro -Tem
Hughes and seconded by Council Member Pilgrim. Motion carried, 6 ayes — 0 nays. The
meeting was adjourned at 5; �,�„p.m.
