09 - Paris Pump Track Grant ApplicationItem No. 9 TO: Mayor & City Council FROM: John Godwin, City Manager SUBJECT: TEXAS PARKS & WILDLIFE GRANT APPLICATION DATE: August 20, 2018 As we previously discussed at the first July council meeting, a pump track is one of the projects our parks plan update called for to be submitted for a Texas Parks & Wildlife Department outdoor recreation grant by October 1. Since that time, local interest and support has grown significantly, and we have partnerships with the VCC, Rotary Club, and a number of local businesses and individuals. This will allow us to construct a larger facility and draw many more users, including those from outside the city. Additional private funding and partners can also give us more points towards award of the state grant. STATUS OF ISSUE: We have met with a designer, who has begun preliminary layout and cost estimating, information that is necessary for our submission to TPWD. We are also working with Hayter Engineering, which has extensive experience working with TPWD grant processes, applications, and staff. The proposed site is at the Sports Complex, located near Collegiate Road and adjacent to the existing large pavilion, thereby giving it great visibility, tying it to the Trail de Paris and Love Center, and utilizing existing infrastructure. BUDGET: Project cost will be approximately $600,000; the city's share will be $100,000, paid from 2017 parks bond proceeds. RECOMMENDATION: Approve attached TPWD resolution. Local Park Grant Program A resolution of the City_gf Paris as hereinafter referred to as "Applicant," designating certain officials as being responsible for, acting for, and on behalf of the Applicant in dealing with the Texas Parks & Wildlife Department, hereinafter referred to as "Department," for the purpose of participating in the Local Parka Grant PMgram, hereinafter referred to as the "Program"; certifying that the Applicant is eligible to receive program assistance; certifying that the Applicant matching share is readily available; and dedicating the proposed site for permanent (or for the term of the lease for leased property) public park and recreational uses.
