08/08/2018 MInutes1. The chairman called the meeting to order at 4:03 P.M. 2. The minutes of the July 11, 2018 meeting were approved by acclamation. 3. Discussion and possible action on the following Certificates of Appropriateness HD -I5 418 W Washington, Wise House -Roof replacement, Justin Vickers Mr. Vickers appeared as the representative of the property owner, and is the caretaker of the house. He stated there were multiple leaks in the roof and it was doing damage to the interior of the house. He stated that the owner of the property had investigated the use of the cedar shingles, and the option was not only costprohibitive, but the owners had a lot trouble finding anyone who would install the cedar shingles, nor would any insurance companies insure the property with cedar shingles. The owner is requesting to put on a high profile shingle, similar to the historic home across the street, in the color green. Chairman Dux spoke to the fact that waterpenetrating the roof is the quickest way to destroy a building. He gave Mr. Vickers a copy of an article on the advantages, disadvantages and cost comparison of different type roofs and longevity and asked him to review it, along with the NPS preservation briefs on wooden roofs before he replaces the roof. He also advised that the asphalt shingles will diminish the value of the property the minute it is put on. Commissioner Hider made the motion to approve the use of the Timberline high definition asphalt shingles in hunter green, seconded by Commissioner Lazar. Chairman Dux made an amendment that the shingles be approved with the shingles presented or a higher profile, due to the importance to the character of the structure, in which Commissioner Hider agreed. With no other discussion, a call for a vote was made. Motion carried S - 0 B. 507 S. Church, replacement siding, Hunter Moore Mr. Moore explained that his house was built in the late 1800's and was a two story house, but the second story was remove at some point, creating some roof lines that dump excessive water on the west facing facade of the house and causing deterioration of the current siding. Mr Moore proposed to replace it with cedar shingles as an accent siding, and painting it with the appropriate color. He noted examples of cedar on the existing carriage house that belongs with the property, and on the neighboring house. Mr. Moore further explained that the type of siding that is currently on the house is no longer available, and the more modern type of this siding doesn't have the same profile. Mr. Moore researched the wood mill in Dekalb, Texas for the cost of duplicate siding, but found it cost prohibitive as the expense would include a new knife, set fee, and oversized wooden pieces. Mr. Moore considered removing some siding from the back of the house, but concluded there weren't enough sizes andpieces to work. Chairman Dux asked the commission if they had further questions, and called for a motion. A motion was made by Glee Emmite, seconded by Randy Hider to approve the use of the cedar shingles on the west facing fagade, limited to the area around the set of windows and not to include under the porch. Motion carried 5 — 0 C. 17 Clarksville ST- Facade repair/replacement- Janet Green D. 21 Clarksville ST. FaVade repair/replacement- Janet Green E. 27 Clarksville St. Removal of slipcover, and repair of existing historic facade -Janet Green 17 Clarksville: Mrs. Green is determining how to finish out the lowerportion of the fagade after removing the slip cover, and exposing the transom windows. Sheplans to repair the original transom. She showedpictures of different types of store fronts around downtown. Herproposal includes recessing the storefront approximately 5 feet and to include a configuration of two double doors flanking a single door in the middle, and the door design that looked similar to a bulkhead. The doors would either be recycled ore purchased, and ifpurchased they will be using fiberglass. Above each door would be another three sets of short wide windows to fill in the space. Commissioner Dux asked if the transom windows were three sets of 4 windows each, and ifso, recommended that the placement of the doors all align with the division of the transom for symmetry. Mrs. Green said that was the intention. A motion was made to approve the Certificate of Appropriateness as presented by Commissioner Emmite, seconded by Commissioner Vandiver, motion carried S — 0. 21 Clarksville: The upper windows story windows were discussed first, and Mrs. Green said she was getting prices on the 4 over one window configuration, and asked if this was required. Chairman Dux said it would be preferable to have this since this is what was on the building originally, but if it was not available, it would be acceptable to do a one over one. Mrs. Green said she would continue to research the one over one as she liked that look as well. Mrs. Green proposed two drawings One included a traditional storefront, having one large door in the center, and two display windows and bulkhead. She also proposed the double door with divided light, and the divided light display windows. A motion was made to approve the traditional storefront design by Commissioner Vandiver seconded by Commissioner Emmite, motion carried S — 0. Mrs. Green would wait to see what the design professionals come up with when the visit on August 10, 2018, and may return with the new information. 27 Clarksville: Mrs Green presented pictures of the transom windows and the rear of the building under the slip cover. She is concerned with the roof line, and how it may look on the historic building, but wanted to receive approval to remove the slip cover from the commission in the event she request a grant. A motion was made to approve the Certificate of Appropriateness to remove the fa(ade by Commissioner Emmite, seconded by Commissioner Vandiver, seconded by Commissioner Emmite, motion carried S - 0 F. 104 Bonham St. There was not one present to answer questions about this certificate of appropriateness, so it was unclear if the applicant was trying to mitigate a potentialproblem, or looking for a more permanent repair to the property to hold the terracotta and cast stone pieces on the parapet wall shelf. After discussion, Chairman Dux made the motion to approve the Certificate of Appropriateness with the contingency that the application of tar paper or other substance to hold the terracotta and cast stone parapet wall together is a temporary measure to mitigate further deterioration orpieces of stone falling. Commissioner Lazar asked what the definition of temporary. Commissioner Hider asked how the tarpaper would actually keep pieces from falling offfrom the wall. Commissioner Dux explained that the owner was attempting to support the terracotta/cast stone similar to duct tape. He also clarified his motion to include the definition of temporary. Motion to approve the use of the tar paper with the contingency that the property owner will submit to the commission within 60 days the detailedplan for when permanent repairs they are going to take place and what exactly the permanent repairs will be. Motion seconded by Glee Emmite, motion carried 5 - 0 4. Commissioner Emmite and Chairman Dux shared highlights from the NAPC forum. a. Main Street: a proven approach, and how vacant properties do create a loss of revenue for downtown. b. Surveys, and demolition by neglect, and how people leave properties to deteriorate, and that maybe there is a need to help people who want to restore their properties c. Education is important to getpeople involved in a friendly way, maybe a rehab club, and maybe training with younger kids to develop an appreciation for historic preservation d. Chairman Dux recommended the members if at all possible attend a forum. e. Chairman Dux shared about a town who had a partnership with a non-profit entity and set up an endowment fund for preservation, or make loans to property owners. f. Chairman Dux share that he was impressed the training, and there were a multitude ofprograms that would be beneficial. One of his sessions was the economic impact of maintaining the historic downtowns, and how it can really improve the community's value. 5. Outreach plan: The commission discussed a potential mitigation plan for the stained glass windows on the church/home located at 442 S. Main. 6. HPO report: Cheri told the commission that she would prepare the list of in house approved certificates of appropriateness in the next meeting's agenda.
