BACKGROUND: Ken Hamilton, dba Clancy Investments Texas, LLC, owns 13.38 acres in the
1100 block of 20th NE, and proposes to develop a multi -family apartment complex. The property
is currently zoned Multi -Family Dwelling District 2 (MF -2).
STATUS OF ISSUE: The owner has submitted a final plat of the property, along with a
subdivision improvement agreement and guarantee of construction for the public infrastructure,
which includes approximately 400' of sanitary sewer. It appears that the plat and the subdivision
improvement agreement comply with the City of Paris subdivision regulations, subject to the
following revisions.
1. Provide the proposed plat name and legal description in the title block.
2. Provide a drainage and utility easement along the east property line to accommodate
flow from upstream properties.
3. Provide drainage easements for proposed detention ponds.
4. Provide easements for franchise utilities to serve each building.
5. This property is in the FEMA delineated 100 -year flood plain. Remove note stating it
is not.
6. Revise the water main location to match the approved site plan.
The Planning & Zoning Commission approved of the final plat with noted revisions on
September 18, 2018.
RECOMMENDATION: Approve the final plat with noted revisions, and authorize the City
Manager to execute a subdivision improvement agreement with Clancy Investments Texas, LLC,
for installation of public sewer lines necessitated by the development project.
