September 17, 2018
The City Council of the City of Paris met for a special session at 5:30 p.m. on Monday,
September 17, 2018, at the City Council Chamber, 107 E. Kaufman, Paris, Texas.
Present: Mayor Pro -Tem: Derrick Hughes
Council Members: Renae Stone; Billy Trenado; Linda Knox; Clayton
Pilgrim; and Paula Portugal
City Staff: John Godwin, City Manager; Stephanie Harris, City
Attorney; Janice Ellis, City Clerk; Gene Anderson,

1. Call meeting to order.
Mayor Pro -Tem Hughes called the meeting to order at 5:30 p.m.
2. Discuss and act on ORDINANCE NO. 2018-026: AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF PARIS, TEXAS, AUTHORIZING AND DIRECTING
THE DIRECTOR OF FINANCE TO TRANSFER UNENCUMBERED FUNDS FROM
VARIOUS DEPARTMENTS TO OTHER DEPARTMENTS WHICH ARE EXPECTED
TO OVER -EXPEND THEIR ORIGINAL BUDGET APPROPRIATIONS; MAKING
OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING
A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE; AND
PROVIDING AN EFFECTIVE DATE.
Finance Director Gene Anderson explained that this was the annual year end ordinance
increasing certain departmental budgets to cover anticipated expenditures and decreasing other
departmental budgets. He said the total budget was not being increased.
A Motion to approve this item was made by Council Member Knox and seconded by
Council Member Trenado. Motion carried, 6 ayes — 0 nays.
3. Discuss and act on ORDINANCE NO. 2018-027: AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF PARIS, TEXAS, ADOPTING A BUDGET FOR THE
ENSUING FISCAL PERIOD BEGINNING OCTOBER 1, 2018, AND ENDING
SEPTEMBER 30, 2019, IN ACCORDANCE WITH THE CHARTER OF THE CITY
OF PARIS; APPROPRIATING THE VARIOUS AMOUNTS THEREOF; MAKING
OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING

A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE; AND
PROVIDING AN EFFECTIVE DATE.
Mr. Anderson said this was the budget presented by the City Manager, it was reviewed
by the City Council and public hearings were conducted.
A Motion to approve this item was made by Mayor Pro -Tem Hughes and seconded by
Council Member Pilgrim. Motion carried, 6 ayes — 0 nays.
4. Discuss and ratify the property tax increase reflected in the budget as required by Local
Government Code Section 102.007(c).
Mr. Anderson explained State Law requires the City Council to take a separate vote when
increased property values reflect an increase of property taxes.
A Motion to approve this item was made by Council Member Portugal and seconded by
Council Member Knox. Motion carried, 6 ayes — 0 nays.
5. Discuss and act on ORDINANCE NO. 2018-028: AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF PARIS, TEXAS, FIXING THE TAX RATE AND THE
TAX LEVY AND LEVYING AD VALOREM TAXES FOR THE CITY OF PARIS
FOR THE CALENDAR YEAR 2018 UPON ALL TAXABLE PROPERTY WITHIN
THE CITY OF PARIS IN CONFORMITY WITH THE CHARTER PROVISIONS AND
ORDINANCES OF THE CITY; MAKING OTHER FINDINGS AND PROVISIONS
RELATED TO THE SUBJECT; REPEALING ALL ORDINANCES OR PARTS OF
ORDINANCES IN CONFLICT HEREWITH; PROVIDING A SAVINGS CLAUSE;
PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE
DATE.
Mr. Anderson said once the budget was adopted, City Council must adopt a property tax
rate sufficient to fund the city budget.
A Motion to approve this item was made by Council Member Trenado and seconded by
Council Member Pilgrim. Motion carried, 6 ayes — 0 nays.
6. Adjournment.
There being no further business, Mayor Pro -Tem Hughes adjourned the meeting at 5:38
