The City Council of the City of Paris met for a regular session at 5:30 p.m. on Monday,
September 10, 2018, at the City Council Chamber, 107 E. Kaufman, Paris, Texas.

Opening Agenda
Call meeting to order.
Mayor Clifford called the meeting to order at 5:30 p.m.
2. Invocation.
Finance Director Gene Anderson gave the invocation.
3. Pledge of Allegiance.
Mayor Clifford led the pledge.
4. Citizens' Forum.
No one spoke.
Consent Agenda
Mayor Clifford inquired of Council Members if they wished to pull any items from the
consent agenda for discussion. There being none, a Motion to approve the consent agenda was

made by Mayor Clifford, and seconded by Council Members Knox and Portugal. Motion
carried, 6 ayes — 0 nays.
5. Approve minutes from the meetings on August 27, 2018 and September 4, 2018.
6. Receive reports and/or minutes from the following boards and commissions:
a. Board of Adjustment (7-23-2018)
b. Paris Economic Development Corporation (7-26-2018, 7-20-2018 & 8-7-2018)
7. Approve RESOLUTION NO. 2018-022: A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF PARIS, TEXAS, APPROVING A NEGOTIATED SETTLEMENT
BETWEEN THE ATMOS CITIES STEERING COMMITTEE ("ACSC") AND ATMOS
ENERGY CORP., MID-TEX DIVISION REGARDING THE COMPANY'S 2018
RATE REVIEW MECHANISM FILINGS; DECLARING EXISTING RATES TO BE
UNREASONABLE; ADOPTING TARIFFS THAT REFLECT RATE ADJUSTMENTS
CONSISTENT WITH THE NEGOTIATED SETTLEMENT; FINDING THE RATES
TO BE SET BY THE ATTACHED SETTLEMENT TARIFFS TO BE JUST AND
REASONABLE AND IN THE PUBLIC INTEREST; APPROVING AN ATTACHED
EXHIBIT ESTABLISHING A BENCHMARK FOR PENSIONS AND RETIREE
MEDICAL BENEFITS; APPROVING AN ATTACHED EXHIBIT REGARDING
AMORTIZATION OF REGULATORY LIABILITY; REQUIRING THE COMPANY
TO REIMBURSE ACSC'S REASONABLE RATEMAKING EXPENSES;
DETERMINING THAT THIS RESOLUTION WAS PASSED IN ACCORDANCE
WITH THE REQUIREMENTS OF THE TEXAS OPEN MEETINGS ACT;
ADOPTING A SAVINGS CLAUSE; DECLARING AN EFFECTIVE DATE; AND
REQUIRING DELIVERY OF THIS RESOLUTION TO THE COMPANY AND THE
ACSC'S LEGAL COUNSEL.
Regular Agenda
8. Conduct the second public hearing on the City's proposal to increase tax revenues from
the preceding tax year to set the tax rate for 2018.
Mayor Clifford explained that the ad valorem tax rate would remain the same, but would
generate additional property tax revenues to the city due to increased property values.
Mayor Clifford opened the public hearing and asked for anyone wishing to speak about
this item, to please come forward. With no one speaking, Mayor Clifford closed the public
hearing.
9. Discuss and act on RESOLUTION NO. 2018-021: A RESOLUTION OF THE CITY OF
PARIS, TEXAS, AUTHORIZING AN APPLICATION TO THE TEXAS PARKS AND
WILDLIFE DEPARTMENT CONCERNING THE PARIS PUMP TRACK.

City Manager John Godwin said they had discussed this project several months ago, and
the deadline to submit a grant application for a pump track to Texas Parks and Wildlife was
October 1. Mr. Godwin also said the proposed site for the pump track was at the Sports
Complex and the City's share of the cost would be $100,000, which would come from the 2017
parks bond proceeds. Mr. Godwin said approval of the resolution was part of the grant
application.
A Motion to approve this item was made by Mayor Clifford, and seconded by Council
Member Pilgrim. Motion carried, 6 ayes — 0 nays.
10. Discuss and act on a private hangar ground lease.
Mr. Godwin explained that staff was working on a hanger development project with Dr.
Colin Marino, who needs storage for his airplane. Mr. Godwin said the hangar ground lease was
the standard lease, with the City retaining ownership of the land. He said the lease agreement
calls for a 40 -year term, with option for extensions totaling 50 years. Mr. Godwin also said once
the ground lease expires, the City can reclaim any fixed assets left behind.
A Motion to authorize the City Manager to execute a ground lease, pending approval by
the Airport Advisory Board was made by Mayor Clifford, and seconded by Council Member
Trenado. Motion carried, 6 ayes — 0 nays.
11. Discuss and act on ORDINANCE NO. 2018-023: AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF PARIS, TEXAS, AUTHORIZING THE ISSUANCE OF
A SOLID WASTE COLLECTION PERMIT TO COUNTY WASTE COLLECTIONS,
LLC, D/B/A TRASHY BUSINESS, FOR THE PURPOSE OF ENGAGING IN THE
BUSINESS OF COLLECTING AND/OR TRANSPORTING SOLID WASTE FROM
COMMERCIAL AND INDUSTRIAL UNITS WITHIN THE CITY LIMITS OF THE
CITY OF PARIS, TEXAS; FINDING A PUBLIC NECESSITY AND CONVENIENCE
FOR ISSUANCE OF SAID PERMIT; MAKING OTHER FINDINGS AND
PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE
DATE.
Mayor Clifford said items 11-13 pertained to the three solid waste haulers who were
applying for their annual permits.
A Motion to approve this item was made by Mayor Clifford, and seconded by Council
Member Portugal. Motion carried, 6 ayes — 0 nays.
12. Discuss and act on ORDINANCE NO. 2018-024: AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF PARIS, TEXAS, AUTHORIZING THE ISSUANCE OF
A SOLID WASTE COLLECTION PERMIT TO SANITATION SOLUTIONS, INC.,
FOR THE PURPOSE OF ENGAGING IN THE BUSINESS OF COLLECTING
AND/OR TRANSPORTING SOLID WASTE FROM COMMERCIAL AND
INDUSTRIAL UNITS WITHIN THE CITY LIMITS OF THE CITY OF PARIS,

TEXAS; FINDING A PUBLIC NECESSITY AND CONVENIENCE FOR ISSUANCE
OF SAID PERMIT; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO

A Motion to approve this item was made by Council Member Knox, and seconded by
Mayor Clifford. Motion carried, 6 ayes — 0 nays.
13. Discuss and act on ORDINANCE NO. 2018-025: AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF PARIS, TEXAS, AUTHORIZING THE ISSUANCE OF
A SOLID WASTE COLLECTION PERMIT TO WASTE CONNECTION OF
NORTHEAST TEXAS, FOR THE PURPOSE OF ENGAGING IN THE BUSINESS OF
COLLECTING AND/OR TRANSPORTING SOLID WASTE FROM COMMERCIAL
AND INDUSTRIAL UNITS WITHIN THE CITY LIMITS OF THE CITY OF PARIS,
TEXAS; FINDING A PUBLIC NECESSITY AND CONVENIENCE FOR ISSUANCE
OF SAID PERMIT; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO
THE SUBJECT; AND DECLARING AN EFFECTIVE DATE.
A Motion to approve this item was made by Mayor Clifford, and seconded by Council
Member Trenado. Motion carried, 6 ayes — 0 nays.
14. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
Council Member Portugal referenced the Saturday work session City Council had last
December, and said it was very productive. She asked if they might have another one and Mr.
Godwin suggested January might be a good time. Mr. Godwin reminded City Council of the
special meetings, one scheduled for the next day and one for next Monday.
15. Adjournment.
There being no further business, a Motion to adjourn was made by Mayor Clifford and
was seconded by Council Member Portugal Motion carried, 6 ayes — 0 nays. The meeting was
adjourned at 5:37 p.m.
