WHEREAS, the ARK-TEX COUNCIL OF GOVERNMENTS IN
COOPERATION WITH THE TEXAS NATURAL RESOURCE CONSERVATION
COMMISSION provides funding for Solid Waste grants; and,
WHEREAS, the City Council of the City of Paris is desirous of processing
a grant application for FY 1996 Solid Waste Grant, Category 1: Waste Reduction
and Recycling, at a total cost of $59,002.72 with $22,500.00 provided by grant and
$36,502.72, monetary equivalent, to be provided by the City of Paris in the form of
in-kind services; and,
WHEREAS, the City Manager of the City of Paris did execute an application
on January 4, 1996, which execution should be in all things ratified; NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS:
1. That the application made to the ARK-TEX COUNCIL OF
GOVERNMENTS IN COOPERATION WITH THE TEXAS NATURAL
RESOURCE CONSERV A TION COMMISSION for a I<'Y 1996 Solid Waste Grant,
Category 1: Waste Reduction and Recycling, in the amount of $22,500.00, being
approximately 38.1 % of the estimated cost of the proposed project, with the City
of Paris providing $36,502.72 in the form of in-kind services is hereby ratified and
the form of such application is approved.
2. That Michael E. Malone, City Manager of the City of Paris, be, and
he is hereby appointed as the Authorized Representative, of said project and the
execution of the application for grant in the form attached hereto as Exhibit A on
January 4, 1996, is hereby ratified.
3. That Thomas E. Haynes, be, and he is hereby appointed as Project
Director and is hereby authorized to execute and deliver on behalf of the City of
Paris all reports, communications, assurances, and documents necessary for the
completion of said project.
4. That W. E. Anderson, Director of Finance, be, and he is hereby
authorized and directed to serve as the financial Officer for said project and to
receive and distribute funds for purposes of the other solid waste management
projects.

A plan for documenting the results of the proposed project must be provided in
order to receive grant funding. In the space below, please provide details on how you
will document the results of the proposed project. For this particular grant category,
the plan must include an adequate explanation of how the amount of waste, by type,
diverted from disposal for beneficial use, or reduced at the source of generation, as
well as any revenues generated through the project, will be measured or reasonably
estimated. In addition, if the project includes an educational component, the plan must
include an adequate explanation of how the number of persons reached, as well as the
cost per person reached, will be measured or reasonably estimated. Please attach

We shall document the results of the proposed project by
measuring the yards of processed brush. For every yard of
processed brush, we have started with ten (10) yards of
unprocessed brush.
Prior to 1991, the City of Paris Sanitation Department picked
up unprocessed brush and put it in the landfill.
In 1991, the City of Paris began a brush chipping project
when we announced to our citizens that we would pick up brush
and limbs at curbside as part of our bulk pickup service.
Citizens called our Public Works Department and we took the
brush chipper to the residence and chipped the brush on site
and blew the wood chips into a covered dump truck. We then
dumped the wood chips on a city-owned seven (7) acre site in
southwest Paris to decompose.
The amount of processed brush has increased thru the years
and in 1995, we processed 27,000 yards of unprocessed brush
into 2,700 yards of processed yards. The processed yards or
wood chips are placed on our seven (7) acre site and none of
the wood chips go into the landfill. If we had taken the
27,000 yards of unprocessed brush into the landfill, it would
have cost the City of Paris $205,200.00.
All citizens of Paris receive in their water bill annually a
residential collection policy (See Attached) which explains
all of our collection policies. The current population of
Paris is 25,000. If the 27,000 yards of unprocessed brush
had gone to the landfill, it would have cost every citizen in
Paris $8.21 each. By using the processed brush program, we
have reduced our landfill deposits in 1995, by forty-two
percent (42%).

THE CITY OF PARIS WILL PROVIDE TWICE-WEEKLY RESIDENTIAL TRASH
COLLECTION TO RESIDENCES OF PARIS HAVING A WATER METER AND PAYING A
MONTHLY RESIDENTIAL SANITATION CHARGE, SUBJECT TO THE FOLLOWING
GUIDELINES:
1. Zone 1 will be collected on Monday and Thursday. Zone 2 will be
collected on Tuesday and Friday (see map).
2. Items for collection must be placed together at the curb or
roadside on city right-of-way no later than 7:30 A.M. on any
regular collection day. QQ ~ PLACE TRASH AT STREET PRIOR TQ ~
~ DAY.
3. Household garbage or trash should be placed in properly secured
disposable plastic bags.
4. Properly secured disposable bags will be removed from rigid or
semi-rigid containers. All containers will be left at the point
of collection. For health and safety reasons, garbage that is
loose in containers will not be collected.

6. No more than a total of six (6) disposable bags or brush bundles
will be collected on any regular collection day.
7. The weight limit for disposable bags or brush bundles is fifty
(50) pounds.
8. ~ ITEMS PICKUP: Bulk items shall be stacked neatly at curb side
and will be collected every Wednesday. Residents must place their
request for this service by contacting the Public Works Office,
785-7511, during regular office hours. These requests will be
received until 3:00 P.M. on Tuesday before the Wednesday pickup.
~ IT~ EXAMPLES: tree limbs cut in 5 foot lengths and no more
than 6 inches in diameter, as well as bagged leaves, furniture,
appliances, carpet, rugs, tires (no rims), etc.
9. BULK ITEMS NOT PICKED UP: The City crews do not pick up
construction/demolition debris. EXAMPLES: lumber, brick,
concrete, shingles, timbers, fencing, or major vehicle parts,
batteries or fluids. FOR ENVIRONMENTAL AND SAFETY REASONS, THE
CITY DOES NOT PICK UP CAUSTIC, CORROSIVE, EXPLOSIVE, TOXIC, OR
FLAMMABLE ITEMS. ANIMAL OR HUMAN WASTE WILL NOT BE ACCEPTED.
. 10. Trash will not be collected on official holidays observed by the
City of Paris--New Years Day, Martin Luther King Day, Good Friday,
Memorial Day, Independence Day, Labor Day, Thanksgiving Day and
the day following Thanksgiving Day, and Christmas Eve and
Christmas Day.

The city of Paris started the processing of brush by using a
