MINUTES OF THE REGULAR CITY COUNCIL MEETING
OF THE CITY OF PARIS, TEXAS
September 24, 2018
The City Council of the City of Paris met for a regular session at 5:30 p.m. on Monday,
September 24, 2018, at the City Council Chamber, 107 E. Kaufman, Paris, Texas.

1. Call meeting to order.
Mayor Pro -Tem Hughes called the meeting to order at 5:30 p.m.
2. Invocation.
EMS Director Kent Klinkerman gave the invocation.
3. Pledge of Allegiance.
Council Member Stone led the pledge.
4. Citizens' Forum.
No one spoke.
Consent Agenda
Mayor Pro -Tem Hughes inquired of Council Members if they wished to pull any items
from the consent agenda for discussion. There being none, a Motion to approve the consent
agenda was made by Council Member Trenado and seconded by Council Member Portugal.
Motion carried, 6 ayes — 0 nays.

FOR THE CITY OF PARIS FOR FISCAL YEAR ;2018-19; MAKING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING
AN EFFECTIVE DATE.
11. Approve the Final Plat of Lot 1, Block A, New Beginnings Addition, located in the 400
Block of N.W. 19th Street.
12. Approve the Final Plat of Lot 1, Block A, Newberry Addition, located at 2805 S.E. 3rd
Street.
13. Approve the Final Plat of Lot 1, Block A, The Hamilton Oaks Apartments Addition, and
a Subdivision Improvement Agreement with Clancy Investments Texas, LLC.

14. Conduct a public hearing, discuss and act on ORDINANCE NO. 2018-029: AN
ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF
PARIS, TEXAS, AS HERETOFORE AMENDED, SO AS TO REZONE LOT 1, CITY
BLOCK B, BAKER ADDITION, BEING LOCATED AT 2300 CLARKSVILLE
STREET, IN THE CITY OF PARIS, LAMAR COUNTY, TEXAS, FROM AN OFFICE
DISTRICT (0) TO GENERAL RETAIL DISTRICT (GR); DIRECTING A CHANGE
ACCORDINGLY IN THE OFFICIAL ZONING MAP OF THE CITY; PROVIDING A
REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A
PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.

City Engineer Carla Easton explained the applicant wanted to convert the real estate
office to a retail antique store. She said the Planning and Zoning Commission, as well as staff
recommended approval.
Mayor Pro -Tem Hughes opened the public hearing and asked for anyone wishing to
speak in support or opposition of this item, to please come forward. Property owner John Bell
spoke in support of the zoning change. With no one else speaking, Mayor Pro -Tem Hughes
closed the public hearing.
A Motion to approve the zoning change was made by Council Member Pilgrim and
seconded by Council Member Knox. Motion carried, 6 ayes — 0 nays.
15. Conduct a public hearing, discuss and act on ORDINANCE NO. 2018-030: AN
ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF
PARIS, TEXAS, AS HERETOFORE AMENDED, SO AS TO REZONE CITY BLOCK
315, LOT 6, BEING LOCATED AT 3703 LAMAR AVENUE, IN THE CITY OF
PARIS, LAMAR COUNTY, TEXAS, FROM A GENERAL RETAIL DISTRICT (GR)
TO A GENERAL RETAIL DISTRICT (GR) WITH A SPECIFIC USE PERMIT (SUP)
FOR A PERMANENT MAKE-UP MICRO-BLADING TATTOO SALON;
DIRECTING A CHANGE ACCORDINGLY IN THE OFFICIAL ZONING MAP OF
THE CITY; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A
SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE
DATE.
Ms. Easton explained that the applicant wanted to add permanent make-up tattooing and
micro-blading into an existing salon. She said the Planning and Zoning Commission, as well as
staff recommended approval.

speak in support or opposition of this item, to please come forward. With no one speaking,
Mayor Pro -Tem Hughes closed the public hearing.
A Motion to approve the zoning change was made by Council Member Trenado and
seconded by Council Member Pilgrim. Motion carried, 6 ayes — 0 nays.
16. Discuss and act on ORDINANCE NO. 2018-031: AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF PARIS, TEXAS, AUTHORIZING THE ISSUANCE OF
A SOLID WASTE COLLECTION PERMIT TO BRADLEY PENNINGTON D/B/A
COUNTY TRASH SERVICE LLC FOR THE PURPOSE OF ENGAGING IN THE
BUSINESS OF COLLECTING AND/OR TRANSPORTING SOLID WASTE FROM
COMMERCIAL AND INDUSTRIAL UNITS WITHIN THE CITY LIMITS OF PARIS,
TEXAS; FINDING A PUBLIC NECESSITY AND CONVENIENCE FOR ISSUANCE
OF SAID PERMIT; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO
THE SUBJECT; AND DECLARING AN EFFECTIVE DATE.

City Clerk Janice Ellis explained the applicant was currently permitted and the permit
would expire September 30. She also said the applicant had met all requirements for issuance of
a permit.
A Motion to approve this item was made by Council Member Pilgrim and seconded by
Council Member Portugal. Motion carried, 6 ayes — 0 nays.
17. Discuss and act on budget amendments to Paris Economic Development's Budget FY
2017-18.
EDC Director Michael Paris reviewed the budget amendments in detail with City
Council, and explained these changes were necessitated by operation and personnel expenses.
Council Member Knox inquired if this was a year-end housekeeping item, and Mr. Paris
answered in the affirmative. Council Member Knox asked about the amount of surplus, and Mr.
Paris said it was around 3.7 million dollars.
A Motion to approve this item was made by Mayor Pro -Tem Hughes and seconded by
Council Member Portugal. Motion carried, 6 ayes —`0 nays.
18. Discuss and possibly act on RESOLUTION NO. 2018-024: A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING AND
AUTHORIZING A MASTER ECONOMIC DEVELOPMENT AGREEMENT
BETWEEN THE CITY OF PARIS, TEXAS, `TARIS ECONOMIC DEVELOPMENT
CORPORATION AND AMERICAN SPIRALWELD PIPE COMPANY, LLC;
MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT;
AND DECLARING AN EFFECTIVE DATE.
Michael Paris said the Paris Economic Development Corporation and the City of Paris
negotiated a Master Economic Development Agreement with American SpiralWeld, which
included a Performance Agreement with Paris EDC relating to a grant of land; a grant of funds;
and a cash -for -jobs incentive. Mr. Paris said there was only one small change requested by Pat
Hook, which was should there be a downturn in the economy that Spiral wanted employees to go
from a 5 day work week to a 4 day work week. He said this would be a decrease in 40 hours a
week to 32 hours a week. Mr. Paris also said if that happened, the employees would still be
considered full-time and would receive benefits. Council Member Portugal asked if this would
be in lieu of lay-offs, and Mr. Paris answered in the affirmative. Mr. Paris asked them to keep in
mind that the company would be hiring 60 full-time employees, which was required by the
master agreement. He said it was possible that SpiralWeld would also hire temps in addition to
full-time employees, and that the temps would be impacted first. Council Member Stone wanted
to know if they were starting with 40 hours and Mr. Paris answered in the affirmative. Council
Member Knox asked Mr. Paris to community to the citizens of Paris that the company was
investing 72 to 92 million dollars into the plant and plant improvements. Council Member
Portugal said this was going to be benefit PISD, and Council Member Pilgrim said Spiral would
also be supporting other trades in the community.

A Motion to approve this item was made by Council Member Trenado and seconded by
Council Member Knox. Motion carried, 6 ayes — 0 nays.
19. Discuss and act on RESOLUTION NO. 2018-025: A RESOLUTION APPROVING
AND AUTHORIZING A TAX ABATEMENT AGREEMENT BETWEEN THE CITY
OF PARIS, TEXAS AND AMERICAN SPIRALWELD PIPE COMPANY, LLC.
City Attorney Stephanie Harris said this was the third part of the master agreement. She
explained this tax abatement agreement was a seven year de-escalating abatement beginning on
January 1, 2020 and ending on December 31, 2026, with construction to be completed by
September 15, 2021. Ms. Harris also said the first two years would be a 100% tax abatement,
years three and four would be at 70%, year five at 50%, and years six and seven would be a 25%
tax abatement. Ms. Harris told Council the abatement would be only on improvements.
A Motion to approve this item was made by Mayor Pro -Tem Hughes and seconded by
Council. Member Portugal. Motion carried, 6 ayes — 0 nays.
20. Discuss and act on the Paris Economic Development Corporation's purchase of property
on South Loop 286 for a New Business Park.
Mr. Paris explained the PEDC Board met on September 4, 2018 and approved the
purchase of land on the South Loop for a new business park. He said a major portion of the
current PEDC business park was being prepared for American SpiralWeld, and a new business
park would be needed for future prospects. Mr. Paris also said PEDC had set aside 1.1 million
dollars to purchase and prepare the land for a future prospect.
A Motion to approve this item was made by Mayor Pro -Tem Hughes and seconded by
Council Member Pilgrim. Motion carried, 6 ayes — 0 nays.
21. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
None were referenced.
22. Adjournment.
There being no further business, a Motion to adjourn was made by Council Member
Pilgrim and was seconded by Council Member Portugal, Motion carried, 6 ayes — 0 nays. The
meeting was adjourned at 5:55 p.m.
