09/12/2018 MinutesREGULAR MEETING MINUTES CITY OF PARIS HISTORIC PRESERVATION COMMISSION CITY COUNCIL CHAMBERS WEDNESDAY SEPTEMBER 12 2018 Present: Chris Dux, Chairman Matt Coyle, Vice Chairman Sarah Barbee Linda Vandiver Glee Emmite Linda Knox, Council liaison Cheri Bedford, HPO Absent: Mike Lazar Randy Hider, Secretary Guests: Lucy Funk Dave Wensel Janet Green Paul Denney Barbara Wilson 1. The chairman called the meeting to order at 4:00 P.M. 2. The minutes of the August 14, 2018 meeting were approved by acclamation. 3. Action was taken on the following certificates of appropriateness: A. 17 Clarksville Street- fagade renovation, Janet Green Mrs. Green is modifying certificate of appropriateness reviewed on August 8, 2018. She has been in touch with the Historic Preservation officer and had a site visit from Marie Oehlerking from the Texas Main Street Program. From information received from THC, she will be building a more traditional storefront with large display glass flanking two 96 inch wooden French doors in the center. The transom windows are being restored and the traditional storefront will line up and be symmetrical to the transoms. She is using trim to create detail in the blank spaces in the bulk head, above the doors in and in the columns between the glass and the brick. A motion was made to approve the certificate of appropriateness by Commissioner Dux, seconded by Matt Coyle, motion carried. B. 123 & 125 Lamar Ave, fagade restoration, Lucy Funk Ms. Funk explained that the storefront would be returned to the original configuration. Their property is a contiguous part of large building that originally had 9 bays. There are existing original storefronts on the building. Proposed changes included uncovering the existing door and transom windows on 12 that has been hidden behind plywood infill, and making an entry door to the second floor. The property owners intend to use as their access to their residence. On 125, the property owners propose removing the large wooden infill and restoring to original as much as possible. The new storefront will include a large plate glass display window above a wooden bulkhead, and two smaller windows, with one being above the display window and the other entry door, located on the right side. The owners have architectural drawings of the work. Door and all building materials will be wooden and glass. The transom windows will be uncovered, and salvaged as much as possible, and any that are unable to be salvaged, will be recreated to match the original configuration of 9 divides as evidenced by the existing windows. A motion was made to approve the certificate of appropriateness by Commissioner Vandiver, seconded by Commissioner Coyle. 4. Discussion and possible action on fagade grants: Keith and Janet Green requested a faVade grant for $2500.00 for improvements to 17 Clarksville for and a $2500 for improvements to 21 Clarksville Street. A motion was made to approve the grants by Glee Emmite and seconded by Linda Vandiver. Motion carried 5 — 0 Lucy Funk and Dave Wensel requested a facade grant in the amount of $2500 for the improvement of 125 Lamar Ave. Motion to approve the grant was made by Commissioner Dux, seconded by Commissioner Barbee, Motion Carried 5 - 0 HPO report: Cheri presented the commissioners with the list of approved certificates of appropriateness both in house and by the commission from July through August 2018. She gave the commission an update on the Moffitt financial remodel. She let the commission know that someone had asked about the windows on the upper floor. She did visit with the property owner, and listened to the minutes of the meeting where the CDA was approved. It was a bit unclear about what type of blanker would be used from the recording, but definitely could tell the windows installed were not the type of blanker the commission had in mind when the approving the certificate of appropriateness. She reached out to THCfor advice on how to handle this type of situation. She had reviewed, and there is evidence that the current infill had been intact for at least 75 years or more, and it is not clear for certain what type of windows were original to the building. It was also noted that there is no second floor in that building and therefore no access to the second story windows. She explained although the blanker was not what they had in mind when the approved the certificate of appropriateness, it is only being used to cover the existing condition, and matched the windows in the building below. As the historic preservation officer, she would write a letter explaining to the property owner the large panes ofglass being used to cover the infill were not approved in the original certificate of appropriateness, and would be considered an alternate holding pattern for theproperty. In the event that the building owner was to reconstruct a second floor, and remove the infill, more appropriate operable windows would need to be researched and would be required to be installed. Cheri told the commission there is a rise in interest in renovation ofproperties in the Historic District, and she would continue to work with the applicants to clam what they are asking, and guiding them in appropriate historic preservation practices. Commissioner Dux noted that the while in the review process of COA's, commissioners clarify their recommendations and remind the applicants if they want to make a change to what was approved, they bring back to the commission their changes in plans.. 6.
